Meeting held on Wednesday 25th March 2026 commencing 07.00pm
In the Methodist Hall, Millom

Present: Cllr R Williamson (Chair), Cllr S Faulkner (Mayor), Cllr J Kellett, Cllr A McDonald, Cllr B Kelly MTC and Cumberland Cllr, Cllr A Liebhart, Cllr E Amos-Milburn, Cumberland Cllr A Pratt, Cath Jopson (Clerk). Two members of the public were in attendance.

164/25: Apologies for Absence

Apologies were received from Cllrs Crellin, Brown and Billing.

165/25: Exclusion of Press & Public

Nothing to exclude.

166/25: Chairman’s Report

Prior to the start of the meeting the Chair asked the council if Item 7 on the agenda could be brought forward so that the members of Home Group could leave the meeting early. No councillors objected to this, therefore, the presentation from Home Group in relation to the new planning details for the Queens Park area was given.

Following the presentation the Chair thanked all three members of Home Group for their information and stated that he would attend the public consultation drop-in session for the public on 26th March in Blackcombe School.

The Chair went on to give a short report to the meeting of his work during the month of March. The Chair stated that he was disappointed to learn about the recent vandalism at the toilet door and setting fire within the toilets using the toilet paper in Millom.

The Chair informed the meeting that a very good meeting had been held with the Flood Group, Karl Melville and the MP Michelle Scrogham (Chairman’s report on MTC website).

167/25: Mayor’s Announcements

The Mayor gave a short report of her work during the previous month. More detailed information is in her report on the Millom Town Council website.

168/25: Declarations of Interest

Cllr Liebhart and Cllr Amos-Milburn declared an interest in item 15 on the agenda.

169/25: To Approve the Minutes of Meeting Held on as a True and Correct Record

Cllr Amos-Milburn proposed that the minutes of the meeting held on 25th February be signed as a true and correct record. This was seconded by Cllr Kelly and agreed.

170/25: Actions from Previous Minutes

The Clerk informed the meeting that all the office actions had been completed.

171/25: Open to the Public

A member of the public who was in attendance raised the issue of the flooded footpath leading from Church Walk to Lowther Road area. The Clerk informed the resident that this had been reported to Cumberland Authority Footpath Team but as yet has had no response back.

The member of the public also stated that following the presentation by Home Housing they felt that this could only be a benefit to the community.

172/25: Accounts/Finance Committee

Cllr Faulkner proposed that the accounts for payment be paid and that the bank reconciliation be signed as a true and correct record, this was seconded by Cllr Liebhart and agreed.

Action: Clerk to arrange payments.

173/25: Cumberland & Councillor Updates/Workshops

Cllr Kelly informed the meeting that Cumberland Authority had applied for Carlisle as a city of culture and that they had been shortlisted. Cllr Kelly stated that Cumberland Authority were also preparing their budget and accounts for the forthcoming year.

Cllr Pratt gave a short update also on Cumberland Authority (notes attached to minutes).

Cllr MacDonald informed the council that some residents had complained to him about the footpath leading to Steel Green from the Haverigg Road. The Clerk informed him that this had been reported to Cumberland Authority and they were looking into it.

Cllr MacDonald also stated that residents were complaining about the car wash in the back street of Newton Street/Rottington Road. The Clerk informed him that this had also been reported to Cumberland Authority.

Cllr Liebhart asked if the signs for the park could be made larger, the Chair stated that he would have a look and see what needed to be done.

Action: Chair to look at signs.

Cllr Liebhart also asked if anyone could be available to help put the container in place for the Resilience Group. Cllr MacDonald stated that he would be able to help.

Action: Cllr Liebhart to organise purchase of container and siting.

174/25: Pride of Place

Cllr Liebhart proposed that a letter be written to MP Michelle Scrogham asking her to nominate Millom for Pride of Place so that MTC could utilise the Neighbourhood Board for funding, this was seconded by Cllr Amos-Milburn and agreed.

Action: Clerk to write to MP.

175/25: Clerk’s Update/Information

The Clerk informed the council that a price of £567 for a 3D sign (without posts) had been received from HMP Haverigg for the Palladium Gardens. Cllr MacDonald proposed that we go ahead with the purchase, this was seconded by Cllr Amos-Milburn and agreed.

Action: Clerk to order sign.

The Clerk had received a quotation from J Dreghorn, Tree Specialist to take down the overhanging trees onto the road at the Palladium Gardens, the price for this is £2650.00. Cllr Faulkner proposed that these works be carried out, this was seconded by Cllr Kelly and agreed.

Action: Clerk to arrange for works to be carried out.

176/25: Policies/Documents to Adopt/Review

The following policies were brought to council for review as follows:

  • Grievance Policy – Cllr Amos-Milburn proposed that this policy be adopted, this was seconded by Cllr Liebhart and agreed.
  • MTC Sickness/Absence Policy – Cllr Amos-Milburn proposed that this policy be adopted, this was seconded by Cllr Faulkner and agreed.
  • Privacy Notice For Residents & General Public – Cllr Amos-Milburn proposed that this policy be adopted, this was seconded by Cllr Liebhart and agreed.

177/25: Correspondence Received

A letter asking for support from Millom Connect had been received, Cllr Kelly proposed that a letter of support be sent from MTC, this was seconded by Cllr Faulkner and agreed.

Action: Clerk to write letter of support.

A letter asking for support from South Cumbria Skills Exchange had been received. Cllr Faulkner proposed that a letter of support be sent from MTC, this was seconded by Cllr MacDonald and agreed.

Action: Clerk to write letter of support.

178/25: Planning

The following planning applications had been received for council’s comments prior to the meeting and had been discussed via email due to time constraints:

  • 4/26/2073/TPO – Fell a Scots Pine Tree (T1) and cut back lower limbs of Scots Pine Tree (T2) and Ash Tree (T3) all situated within a conservation area – Holy Trinity Church – The council had no objections in principle to this application.
  • 4/25/2081/0B1 – Variation of Condition 2 (external changes) of planning approval 4/23/2120/0F1 – Raise the roof height, erect three storey side and rear extensions, two storey rear extension and provide a first floor rear facing terrace – 2 Church Walk, Millom – The council had no objections in principle to this application.

Action: Clerk to write to Planning Department with council’s comments.

179/25: Any Other Business to Note for the Next Meeting

Cllr Faulkner asked that Events be placed on the next agenda.

Action: Clerk to put on agenda for April’s meeting.
