MINUTES OF A MEETING OF MILLOM TOWN COUNCIL HELD ON WEDNESDAY 26th JUNE 2024 COMMENCING 07.00PM IN THE METHODIST HALL, MILLOM
PRESENT: Cllr G McGrath (in the Chair), Cllr S Faulkner (Mayor), Cllr J Brown, Cllr B Crellin, Cllr P Bown, Cllr B Kelly (Cumberland and MTC Cllr), Cllr J Micklethwaite, Cllr J Kellett, Cllr E Chatterton, Cllr A McDonald, Cllr A Gager-Liebhart, Cath Jopson Town Clerk, Gillian Hoyle RFO/Assistant Clerk and 2 members of the public were in attendance.
Apologies were received from Cllr D Myers and Cumberland Cllr A Pratt.
There was nothing on the agenda to exclude the public or press from the meeting.
The Chair proceeded to thank everyone for their attendance and asked the council if Item 13 on the agenda could be moved up to the start of the meeting so that the new co-opted councillor could join the meeting. Cllr P Brown proposed that this be accepted by the council, it was seconded by Cllr A McDonald and agreed.
The Chair reminded everyone that we were now into Purdah prior to the general election taking place and that during this period no political statements should be made by any councillor.
The Chair informed the councillors that he had spoken to the training officers at CALC and that they were prepared to sort out training for all councillors in Millom. He proposed that two work schedules be made with CALC for all councillors to attend, this was seconded by Cllr Faulkner and agreed. Clerk to arrange further details on training with CALC
The Chair went on further to discuss the Mayoral chain and Deputy Mayor Dong. He informed the council that the mayoral chain especially was not in a state of good repair with engravings missing etc. Cllr Kelly proposed that the council look into purchasing new regalia for both the mayor and deputy or to get prices for reworking/engraving of the old one. This was seconded by Cllr Gager-Liebhart and agreed. Clerk to get prices for new regalia and prices for reworking/engraving
The Chair also gave thanks to the Cumberland Leader Cllr Mark Fryer for attending a meeting with the town council and felt that it was a valuable exercise for the council to have met with him. The Chair also gave thanks to Mr David Savage who took the time to come to a meeting with the town council to help inform the council about the Town Deal in greater detail. The Clerk informed the council that letters of thanks had already been sent out to both the leader of the Cumberland Council and Town Deal Chairman.
Cllr Faulkner (Mayor) had circulated her mayoral civic duties and announcement for June and they are attached to the minutes. Cllr Faulkner reminded everyone about the forthcoming Civic Sunday and hoped that all councillors could attend.
Cllr Faulkner informed the council that the CCTV in the Millom Park was inadequate and proposed that new costings were sought to improve them. This was seconded by Cllr Gager-Liebhart and agreed. Action: Cllr Gager-Liebhart to obtain quotations
Cllr Faulkner informed the council that the Millom Toilets were needing major updating/restructuring. Cllr Faulkner and the Clerk had been looking into modular type toilet facilities as opposed to rebuilding/extension to the existing toilets. All councillors agreed that further investigations as to what would be the most cost-effective way to go forward be carried out. Action: Clerk and Cllr Faulkner to research
Cllr Faulkner raised her disappointment with the number of councillors who attended the D-Day celebration and said that as a council we should be leading the field with regard to attendance of all civic duties.
As agreed by council the co-option of the councillor vacancy was brought forward, as there was only one application Cllr P Brown proposed that Mr Ray Williamson be co-opted onto the council for the Newtown vacancy, this was seconded by Cllr McDonald and all agreed. The Clerk then proceeded to get the necessary paperwork signed by Mr Williamson, following this the Chair welcomed him to the council.
Cllr B Kelly and Cllr D Billing declared an interest in item 11 on the agenda ‘Donation to Millom Bowling Club’.
Cllr S Faulkner proposed that the minutes from the Mayor Making meeting held on 15th May 2024 be signed as a true and correct record, this was seconded by Cllr A Gager-Liebhart and agreed.
Cllr Kelly proposed that the minutes from the town council meeting held on 15th May 2024 be signed as a true and correct record, this was seconded by Cllr J Brown and agreed.
Cllr Kelly proposed that the minutes from the extraordinary meeting held on 28th May 2024 be signed as a true and correct record, this was seconded by Cllr Gager-Liebhart and agreed.
The clerk informed the councillors that all the office actions had been completed.
Ms Chubb, a member of the public, asked if she could present a short summary of what she had in mind with regard to the lack of information posted out to non-tech residents. Action: Clerk to invite Ms Chubb to the next council meeting.
Cllr Faulkner updated the council with regard to the Nat West Bank renovation and that it was hoped to start work on this in December 2024. She also informed the council that a meeting was being arranged at Millom School to discuss the site for the new leisure centre.
Cllr McGrath provided a Finance meeting update noting a deficit of around £10k due to unforeseen expenses including solicitor fees and café management. Draft minutes to follow in July papers.
Clerk submitted Green Spaces application for Palladium Gardens and forms to Cumberland Council for long-term tenancy/asset transfer of the same.
Action: Clerk to respond with Councillors’ comments.
There being no further business the meeting closed at 08.50pm
