MINUTES OF A MEETING OF MILLOM TOWN COUNCIL HELD ON WEDNESDAY 28th SEPTEMBER 2022 COMMENCING 07.00PM IN THE TOWN COUNCIL OFFICES
PRESENT: Cllr S Faulkner (in the Chair), Cllr G Brace, Cllr J Brown, Cllr G McGrath, Cllr T Lees, Cllr B Crellin, Cllr R Peter, Cllr S Peter, Cllr E Ormesher, Cllr D Billing, Cath Jopson (Town Clerk and RFO), Assistant Clerk Liz North. No members of the public were in attendance.
Apologies were received from Cllr B Kelly and Cllr D Burness (both on holiday).
No press or public were in attendance.
Mayor’s Report – Cllr B Kelly
Possibly the best thing I did this month was to attend the Anniversary party for the independence of Ukraine in the Beggar’s Theatre. Quite a number of Ukrainians and their host family in the Millom area came together and celebrated the event in a very jovial and enjoyable manner.
I also visited the display by Bry Cooper of his family tree work in the Arts and Heritage Centre at Millom Station – he really does incredible work for people and then benefits local causes. Finally, and less successfully, I held the Meet the Mayor session in the Council Offices and was rewarded with three visitors, two of whom were town councillors! I hope that this shows that at least at the moment local people are not suffering too many problems.
Deputy Mayor’s Report – Cllr S Faulkner
Once again, I have been deputising for the Mayor while he has been on holiday, it being eventful and historic!
During this time, I also visited and handed out condolence sheets to both Residential Care Homes for recording memories about the Queen by the residents. These will be collected at the end of September.
I have also been working on improving the sensory garden to the Millom Park.
I was invited to the Norman Nicholson Open Day. This was extremely interesting and I was pleased to see so many people attending this event!

Finally, I would like to remind Councillors that support is needed for the next community involvement for the Remembrance Service and working group to look at the Christmas Market.
There were no Declarations of Pecuniary Interest received.
The clerk informed the council that all actions had been completed by herself and the RFO.
Following distribution to the councillors of the minutes from the meeting held on 3rd August 2022, Cllr R Peter proposed that these be signed as a correct and true record, this was seconded by Cllr J Brown and agreed. Minutes were duly signed by Cllr Faulkner.
As no members of the public were present the meeting continued.
The RFO presented the following to the council for approval:
The RFO explained that the conclusion of the 2021/22 Audit had not been received from the Auditors. As soon as it is received it will be published. The next finance meeting to discuss the budget monitoring April – September and any other issues including the forthcoming precept, this will be held on 13th October 2022 at 1.00pm in the council offices for the Finance Committee.
Action: RFO to send out Agenda and working papers prior to meeting on 13.10.22
The clerk informed the council that Cllr Hitchen had nothing to report this month.
Councillor McGrath informed the council that there was nothing to report this month.
No report was received from Cllr Kelly who was absent from this meeting.
The clerk had circulated all correspondence received to the councillors for their information.
Due to the absence of Cllr Kelly no updates were received.
Due to the absence of Cllr Burness no updates were received.
All working group papers (if meetings had been held) were circulated in the working papers. These included:
All correspondence received from the above partnership had either been circulated via email or in with the working papers. Councillor McGrath informed the council that from October all the partnership meetings will be open to the public.
Haverigg Beach Re-Development
Cllr Faulkner reported that herself, Cllr McGrath and the Clerk had had an interim meeting with Eric Barker of CBC to look at the Haverigg Beach and Play Areas with a view to obtain an insight of what could be done in the redevelopment of the area. Cllr Faulkner confirmed to the council that no plans for the area would be carried out without public consultation. The initial funding would be to obtain quotations for a feasibility study in readiness for the re-development.
The clerk informed the council that a motion was needed to enable the council to obtain feasibility studies in the first instance, this being paid for by grant monies. Cllr Ormesher mentioned that perhaps going forward instead of a feasibility study taking place, an Invitation to Tender should be considered. Cllr Faulkner stated that as we were starting with a blank canvas, we needed a feasibility study first to go for funding.
Cllr Faulkner proposed that the motion be carried to apply for funding for a feasibility study in the first instance, this was seconded by Cllr R Peter and all agreed.
Action: Clerk to arrange for funding for feasibility study.
Haverigg Zip Line Seat
The clerk informed the council that the seat on the zip line needed replacing and asked that she have confirmation to get Playdale to carry out this repair. Cllr Brown proposed that the clerk get this done, this was seconded by Cllr Ormesher.
Action: Clerk to inform Playdale to carry out repairs to the zip line seat.
Haverigg Issues
Cllr Brown raised the issue of children/teenagers in mid evening riding bicycles up and down the main streets with no helmets on and 3-4 abreast. Her main concern was for the safety of these as with Haverigg being such a busy place it was an accident waiting to happen. Cllr Faulkner informed the council that she has a meeting scheduled with Sgt MacDonald on 11th October and she will bring up these issues at that time.
Action: Cllr Faulkner to liaise with Police Sergeant.
Millom MUGA Renovation
The clerk informed the council that all paperwork was now ready to submit to the GDF South Copeland Partnership for funding towards the renovation of the Millom Park MUGA. Cllr Brace proposed that a motion be given to allow the clerk to submit the application on behalf of the Millom Town Council. This was seconded by Cllr Faulkner and agreed.
Action: Clerk to submit application for funding to GDF South Copeland Partnership.
