MINUTES OF A MEETING OF MILLOM TOWN COUNCIL HELD ON WEDNESDAY 24TH MAY 2023 COMMENCING 08.05PM IN THE PENSIONERS HALL, MILLOM

Present

Cllr G McGrath (Chair), Cllr S Faulkner, Cllr R Kelly, Cllr J Brown, Cllr D Billing, Cllr R Pattinson, Cllr B Crellin, Cllr B Amos, Cllr S Peter, Clerk Mrs Cath Jopson. Two members of the public were in attendance.

019/23: Apologies

Apologies were received from Cllr R Peter due to ill health.

020/23: Exclusion of Press & Public

No items on the agenda needed the exclusion of the press or public.

021/23: Mayor’s/Deputy Mayor’s Report/Announcements

Both Cllrs Kelly and Faulkner had given the clerk their reports/announcements for circulation to all the councillors. Action: Clerk to circulate both reports

022/23: Declarations of Pecuniary Interest

Cllr B Kelly declared an interest in agenda items 9 and 14 as being member of both committees.
Cllr G McGrath declared an interest in item 14 on the agenda as being a member of the committee.

024/23: Actions Update from Previous Meeting Minutes/To Review Any Incomplete Actions

The clerk informed the council that all actions had been completed by herself and the RFO.

025/23: To Approve the Minutes of the Town Council Meeting Held Wednesday 2023

Cllr McGrath proposed that the minutes from the meeting held on 29th March 2023 be signed as a true and correct record. This was seconded by Cllr Faulkner and all agreed.

026/23: Open to the Public

The member of the public who attended asked about the car parking situation in the town and stated that the 1-hour parking was not sufficient for people to shop etc. Cllr Kelly replied that this was being discussed at the new authority and he was pushing for a 2-hour rule in the town. Cllr Kelly acknowledged that parking was an issue and that he would also bring this topic up with the chair of the Town Bid committee.

027/23: Accounts

The RFO presented the following to the Council for approval:

  • Examine and approve accounts for payment
  • Examine and approve income received
  • Receive and note the bank reconciliation

The council were informed that due to the new council being formed a proposal was needed to add on additional signatories to approve the cheques, direct debits etc. Cllr Amos proposed that two additional signatories be added, these being Cllr Faulkner and Cllr McGrath. This was seconded by Cllr Brown and all agreed. Action: RFO to arrange for signatories to be added

Draft minutes from the Finance Committee held on 20th April had been circulated for councillors’ information.

028/23: Cumberland Shadow Authority

Cllr Kelly reported that there was nothing to report this month.

029/23: Millom Town Councillor and Clerks Update

Nothing to report this month.

030/23: Millom Towns Fund Bid Update

Cllr Kelly reported to the council that there was a meeting within the next 10-days of this group. An update from this meeting will be forwarded to councillors for information following this. He informed the council that the Maryport swimming pool project (larger than the one designated for Millom) had been pulled due to the financial implications of future running costs etc. He was confident that the deal for Millom would still be honoured.

031/23: Update of Meetings/Events Held Prior to the Meeting

Updates from working party meetings were circulated within the working papers.

032/23: GDF Community Partnership Updates/Correspondence

Cllr Billing gave a short update following his attendance at the recent South Copeland GDF Community Partnership meeting on Tuesday 16th May.

033/23: Haverigg/Haverigg Park Issues/Updates

Zip Line

The clerk informed the council that the zip line had now been repaired.

Haverigg Feasibility Study

The clerk informed the council that the spatial search had been completed and was just waiting for the study to be done for council’s approval prior to going to public consultation.

Haverigg Road

Cllr Brown asked if the clerk could see if the road markings at the junction of Main Street/Harbour corner could be redone as it was now impossible to see who has the right of way etc. Action: Clerk to contact Cumberland Highways and see what could be done

Haverigg Beach Café

Draft minutes from the extraordinary meeting held on Tuesday 23rd May will be circulated to all councillors and submitted next month for approval. Action: Clerk to arrange for draft minutes to be circulated for council’s perusal

Line Painting Outside Inshore Rescue Building

The clerk informed the council that line paint has been ordered for the Haverigg Working Party to carry out this.

033/23: Millom Town/Millom Park Issues

Pavilion

Cllr Billing informed the council that he had re-engaged with the Re-boot project manager Cat Davies with a view to progress the design of the pavilion.

Re-development of the Sensory Part of Millom Park

The clerk informed the council that the application for funding for this project was near to completion and that she hoped it would be submitted by the end of this month.

Old Millom Library Building

Concern was raised by a number of councillors in regard to the present state of the now empty Millom Library building. It has been shuttered up and does not give a good look to the market square area. This was seconded by Cllr Faulkner and agreed. Cllr Kelly reported that he had already met with Gillian Elliott previously in this regard at her request and informed the council that they could possibly need support from the Town Council going forward. Cllr Faulkner proposed that the chair Cllr McGrath contact the new tenants to get an update of what is proposed for the building and a timeline for the work to be carried out. This was seconded by Cllr Amos and agreed.

034/23: Correspondence Received for Action/Information

Donation Request

The clerk informed the council that a request for a donation towards the Norman Nicholson Society to hold the third biennial festival from June 30 – July 2 this year had been received. Cllr Kelly proposed that the council support this at the same level as last time, this was seconded by Cllr Faulkner and agreed. Action: RFO to arrange for donation same as last year to be sent

Parish Support

A letter requesting parish support from Millom Town Council from Cllr Andy Pratt had been received. The chair proposed that all councillors think of what was needed and perhaps invite Cllr Pratt to the next council meeting. This was seconded by Cllr Faulkner and agreed. Action: Clerk to invite Cllr Pratt to the next council meeting

035/63: Planning

The following planning applications had been received for council’s comments:

  • 4/23/2122/OF1 – Erect ground floor extension to rear – 5 Bank Head, Haverigg – no objections in principle.
  • 4/23/2127/OF1 – Add three and two storey side and rear extensions, raise the roof height and provide a rear-facing terrace (alternative Scheme – amended roof) – 2 Church Walk, Millom – no objections in principle.
  • 4/23/2125/OF1 – Construction of a new 2.5 storey four-bedroom dwelling with home office – Land north of King Street, Millom – no objections in principle.
  • 4/23/2124/OF1 – Erect Bay Window on front elevation (Resubmission) – 124 Holborn Hill, Millom – no objections in principle.

Action: Clerk to inform Cumberland Planning authority of council’s comments

036/23: Any Other Business to Note for the Next Meeting

The following are to be discussed at the next meeting and placed on the agenda:

  • Storage at the Millom Park – Requested by Cllr Billing
  • Millom Town Square – Requested by Cllr Pattinson
  • Coastal Art

There being no further business, the meeting closed at 08.50pm
