The chair informed the meeting that he had attended the office to deal with the Fire Safety Review. Following this a full fire safety review and risk assessment will be put in place. Met with Everyone Active as did most of the councillors to discuss the new leisure centre.
Met with Karl Fox to look at what could be done with the pavilion in the park which would enable to teenagers to have a base and what other alternatives could be made.
Spoke to Wendy Devlin and residents of Moor Road regarding their concern about the proposed traffic calming measures on the bridge of Palmers Lane/Haverigg Road.
Spoke to Cumberland Highways in regard to the poor repairs to the sinkhole on junction of Moor Road and Palmers Lane.
Attended a training course for park equipment and are now certified for visual inspections of parks.
Informed the meeting that there was another dog attack outside Betty’s Café, Haverigg which had been reported to the police.
Cllr Faulkner informed the meeting that she had met with the new head teacher of Millom School and had shown him around the town.
Completed Risk Assessment for Armistice Day and need councillors on the day for traffic management and first aid. Cllrs Williamson, Liebhart, Amos-Milburn and McDonald all agreed to help. Cllrs Liebhart and Amos-Milburn to be first aiders.
Cllr Faulkner also thanked Cllr MacDonald for helping to remove the fly tipping that had occurred out the back of the charity shop on Lapstone Road. (Mayor’s full statement on website for information).
Cllr Billing declared an interest in Millom Recreation Centre. (Item 65/26)
Cllr Amos-Milburn proposed that the minutes from the meeting held on 24th June 2026 be signed as a true and correct record, this was seconded by Cllr Liebhart and agreed.
The clerk informed the meeting that all actions had been completed.

Cllr Amos-Milburn proposed that the accounts be approved for payment, this was seconded by Cllr Liebhart and agreed.
Cllr Liebhart proposed that the bank reconciliation which had been circulated be agreed as a true and correct record. This was seconded by Cllr Amos-Milburn and all agreed.
The presentation all agreed was a worthwhile exercise. It informed the council as to what the group was doing in Millom and their work within the schools specially making them aware of the dangers of drug/alcohol/gambling and gaming addictions. The chair thanked Ms Jenson for all the information she gave to the council. Action: Clerk to write a letter of thanks
Cllr Kelly informed the meeting that budget cuts had again be made to Cumberland Authority and they were looking where to make savings. He also informed the meeting that the Combined Authority panel had met today.
Cllr Billing informed the meeting that he was concerned that the Millom Recreation Centre were going to concentrate on gymnastics only and not multi-use. His concern was where do the other users go for badminton etc until the new complex is open. Cllr Amos-Milburn proposed that a letter be sent to Mr Luke Leathers asking what the future proposals are for this centre and that the council would like it to remain for multi-use until such times as other arrangements can be made. This was seconded by Cllr Brown and agreed. Action: Letter to Cumberland Authority
Cllr Billing informed that he had attended a meeting on line of the Barrow/Esk feasibility study but there were no provisions for Millom within this meeting.
Cllr Brown said that she was concerned about the number of advertisement posters etc especially on the palladium fencing. The clerk responded that due to Town and Country Planning Act 1990 and the Town and Country Planning (Control of Advertisements) (England) Regulations 2007 it controls the display of advertisements in the interests of public safety and amenity. Under the Regulations local planning authorities are required to consider the impact of advertisements on public safety and the visual appearance of an area. In general, the Council does not permit the placement of advertising banners, promotional signs or similar commercial displays on Council-owned land, buildings, street furniture, railings, fences, highway land or public open spaces without written authorisation from the local Cumberland Authority. Action: Clerk to arrange with businesses to remove their banners from the fencing.
Cllr Brown also reported the issue of E-bikes and scooters racing up and down the streets at a great speed and that it was an accident waiting to happen.
Cllr Amos-Milburn informed the meeting that ‘An Afternoon In the Park’ is to be held on Saturday 8th August and asked for councillors to help with the event and that this would enable to public to visually see the councillors that represent the town.
Cllr Liebhart arranged a podcast for the council on Friday 7th August after 3.00pm for Cllrs Faulkner and Williamson to attend in the office.
The clerk informed the council that the bandstand for the Palladium Gardens has now been ordered.
Concerns had been raised about the number of advertisement banners that had been placed on the Palladium Garden fence. Unfortunately, advertisement banners come under the planning regulations and, therefore, are not able legally to be placed onto the fence. Action: Clerk had looked into the legalities of advertisement banners on council property (information in 64/26 above)
The clerk informed the meeting that a letter of complaint had been received about the state of the footpath that runs from Lancashire Road and along the banking. The clerk informed the meeting that she had reported to the relevant authority.
