No press or public were in attendance.

33/26: CHAIRMAN’S OPENING REMARKS/REPORT:

Thanks to all who have attended the meeting tonight.
I was disappointed this month to learn of all the anti-social behaviour that has been ongoing in the Millom Park and throughout the town with criminal damage and fly tipping. I urge anyone with information to contact the police and/or Millom Town Council to raise your concerns.
I attended the Palladium for tea/cakes hosted by Millom Rock Group, this was an excellent event, Millom has so much hidden talent.
I would like to thank Millom Town Deal Chair for attending the council workshop and giving an update on the Town Deal projects and was impressed when the council were invited to look around the old bank and the new leisure centre.
I attended an informal meeting with MP Michelle Scrogham, UU & Environmental Health representatives regarding the aroma from the treatment plant in Millom and asked questions regarding the recent emptying of the holding tank on Port Haverigg.
I have spoken to the representative from the Bowling Club and the storage of goods within the pavilion. Unfortunately, alternative arrangements are going to have to be made for some of the equipment due to the new CCTV monitors within the building.

Had a meeting with architect Karl Fox who has gone away to redesign the building etc at Haverigg, the original one being an unreachable task. Once these designs have been agreed by council a public consultation will take place.
Attended training about HR issues and awaited quotations from two outside bodies to carry out the work needed. Had a meeting with the mayor Cllr Faulkner via teams in regard to the Polic Pledge. An informative meeting it was although we raised questions about the lack of police presence within the town and Haverigg. The officer stated that were very few incidents reported, thus making the area deemed to be safe and quiet, although we know that it isn’t.

34/26: MAYOR’S ANNOUNCEMENTS:

Cllr Faulkner informed the meeting of the following:
In regard to the proposed traffic lights on the Haverigg/Palmers Lane Road at present it was noted that at present these are on hold.
As the chairman stated we both attended the Tea/Cakes with Millom Rock Group and was thoroughly impressed with the talent that was on show.
There will be safe-fall lessons in the Baptist church – well worth a visit
I would like to propose that a letter of thanks be sent to Chair of Millom Town Deal, Storeys and Thomas Armstrong staff for showing the councillors around the work in the new bank and the leisure centre. This was seconded by Cllr Liebhart and agreed.
Action: Clerk to write thank you letters
Cllr Faulkner also informed the meeting that she had met with Professor John Andrews from Colorado University to discuss the dating of carbon forests on Haverigg beach (he has already completed some surveys). Cllr Faulkner asked that a letter of thanks be written to him. Action: Clerk to write thank you letter
Cllr Faulkner also reminded the meeting that St George’s Church will be celebrating 150-years next year and hoped that Millom Town Council would support this.

35/26: DECLARATIONS OF PECUNIARY INTEREST:

No declarations of interest were received.

36/26: TO APPROVE THE MINUTES OF THE MAYOR MAKING MEETING HELD ON 27TH MAY 2026:

Cllr Amos- Milburn proposed that the minutes from the Mayor making meeting held on 27th May 2026 be signed as a true and correct record, this was seconded by Cllr Kelly and agreed.

37/26: TO APPROVE THE MINUTES OF THE TOWN COUNCIL MEETING HELD ON 27TH MAY 2026:

Cllr Amos-Milburn proposed that the minutes from the Millom Town Council meeting held on 27th May 2026 be signed as a true and correct record, this was seconded by Cllr Faulkner and agreed.

38/26: ACTIONS FROM PREVIOUS MEETING:

The clerk reported that all actions had been completed.

39/26: OPEN TO THE PUBLIC:

No members of the public were present.

40/26: ACCOUNTS/FINANCE COMMITTEE:

To examine and Approve accounts for payment (sheet Circulated )

Cllr Faulkner proposed that the accounts for payment sheet be signed as a true and correct record, this was seconded by Cllr Liebhart and all agreed
To receive and note the bank reconciliation, Cllr Faulkner proposed that this be signed as a true and correct record, this was again seconded by Cllr Liebhart and all agreed.
To receive and agree internal auditor’s response for year 202 5 /2 6 – Cllr Faulkner proposed that this be agreed, this was seconded by Cllr Liebhart and all agreed that the internal auditor’s response was excellent.
(d) To agree submission of the Annual AGAR and associated papers – Cllr Faulkner once again proposed that Section 1 of The AGAR form be signed accordingly, this was seconded by Cllr Liebhart and all agreed. The form was then duly signed.
(e) To agreed submission of the Annual AGAR and associated papers. Cllr Faulkner proposed that Section 2 of The AGAR form be Signed accordingly, this was seconded by Cllr Kelly and agreed. The form was then duly signed.
Action: RFO to submit AGAR

41/26: CUMBERLAND & COUNCILLOR UPDATES/WORKGROUPS:

Cllr Kelly informed the meeting that the Chief Executive of Cumberland Authority Andrew Seekings was retiring from his post. Cllr Kelly said that Cumberland were looking to improve car park facilities for railway users. Cllr Kelly informed the meeting that Cumberland Authority had won first prize nationally /services for improving outcomes for Children and Adults.
Cllr Amos-Milburn asked if it was possible to have volunteers from members of the public to help with any events that she would like to put on, the meeting had no objections to this request.
Cllr Liebhart informed the meeting that the CCTV camera for Haverigg play area would be going up within the next few days.

42/26: CLERK’S UPDATES/INFORMATION:

The clerk reminded councillors to update their DOI’s if any changes were needed.
The clerk told the meeting that the band stand for the Palladium Gardens had now been ordered. The clerk then read a reply letter from Millom Arts and Craft centre in regard to the museum. The response stated that they now have a recovery team of trustees in to try and get the museum back on track.

43/26: POLICIES TO ADOPT:

Cllr Kelly proposed that the Biodiversity Policy be adopted and stated that the document was an excellent policy, and felt that the council should encourage chemical free weed killers. This was seconded by Cllr Liebhart and agreed.
The Standing Orders were due for review and as there were no new updates or changes Cllr MacDonald proposed that these be adopted and signed, this was seconded by Cllr Amos-Milburn and agreed.

44/26: CORRESPONDENCE RECEIVED FOR INFORMATION/ACTION:

Picnic in the Park Request:
A request from Parkview Nursery had been received for them to hold a picnic in the Millom Park prior to closing for summer. The clerk had received back the relevant paperwork. Cllr Faulkner proposed that this request be granted, this was seconded by Cllr Amos-Milburn and agreed. Action: Clerk to let the school know the outcome of their request.

HR – Employment Law/HR support:
Cllr Williamson gave a short informative talk regarding both of the meetings with two firms to provide up-to-date HR documents and support. The preferred option was to go with the Worknest firm at a cost of £1800/per annum for a period of 5-years with an option to come out after 3-years. Cllr Williamson proposed that the council accept the Worknest quotation rather than the Peninsula quotation at a higher cost. This was seconded by Cllr Faulkner and agreed. Action: Clerk & Cllr Williamson to organise

MUGA/Netball Pitch:
A request had been received from the ‘Ladies Netball teams asking if a netball court could be marked out within the MUGA in the Millom Park. The netball teams now have a large following with all ages playing. Cllr MacDonald proposed that the clerk look into costs and funding, this was seconded by Cllr Liebhart and agreed. Actions: Clerk to obtain quotes and funding.

45/26: PLANNING:

The following planning applications had been received and comments were due prior to the meeting being held, therefore, councillor comments were received via email:
4/26/2160/HPAE – Prior approval to construct a Single Storey rear extension with Flat roof – Old Ship Cottages, Holborn Hill, Millom – The council had no objections in principle to this application.
4/ 26/0B1 – Variation of conditions 2 (Plans) to amend previously approved Plans for Plot 3 of planning application 4.26.2057/0B1 – Land at North Lane, Haverigg The Council had no objections in principle to this application.

New Planning Applications for consideration:
4/26/2171/0B 1- Variation of Conditions 2 (Plans) . 7 (Biodiversity Enhancement Management Plan) 8 (Materials), 9 (Solar Panels), 10 (Landscaping) and 13 (Operation hours) of Planning Approval 4.24. 2427.0B1) – 5 St George’s Road, Millom – The Council had no objections to this application.
4/26/2176/HPAE – Prior approval to construct a single storey rear extension – 27 Festival Road, Millom – The council had no objections to this application.
Action: Clerk to inform planning department of councils’ comments.
