Present: Cllr S Faulkner (Mayor In the Chair), Cllr J Kellett, Cllr A McDonald, Cllr A Liebhart, Cllr E Amos-Milburn, Cllr J Brown, Cllr D Billing, Cath Jopson (Clerk).

180/25: Apologies for Absence

Apologies were received from Cllrs Williamson, Crellin and Kelly.

181/25: Exclusion of Press & Public

Nothing to exclude.

182/25: Chairman’s Report

No report due to the absence of the chair.

183/25: Mayor’s Announcements

The mayor gave a short report of her work during the previous month including the following:

  • Haverigg re-development – update new study being prepared for public consultation
  • Millom Museum – letter sent from MTC
  • Town Deal – The Chair of Millom Town Deal willing to come and update councillors on the projects – All agreed that this would be a good opportunity – Action: Cllr Faulkner to arrange
  • Workshop to be held for all councillors – Action: Clerk to arrange a date
  • Community Plan – on hold at present

184/25: Declarations of Interest

Cllr Liebhart and Cllr Amos-Milburn declared an interest in item 11 on the agenda.

185/25: To Approve the Minutes of Meeting Held on 25th March 2026 as a True and Correct Record

Cllr Amos-Milburn proposed that the minutes from the meeting held on 25th March 2026 be signed as a true and correct record, this was seconded by Cllr Liebhart and agreed.

186/25: Actions from Previous Minutes

The clerk informed the meeting that all the office actions had been completed.

187/25: Open to the Public

No members of the public were present.

188/25: Accounts/Finance Committee

  • Cllr Amos-Milburn proposed that the accounts for payment be approved, this was seconded by Cllr Kellett and agreed. Action: Clerk to arrange for payments to be made.
  • Cllr Faulkner proposed that Mrs Vicky Bradley be appointed as internal auditor for the year, this was seconded by Cllr Kellett and agreed. Action: Clerk to contact Mrs Vicky Bradley.
  • Cllr McDonald proposed that the subscription for CALC be paid at a cost of £893.35, this was seconded by Cllr Liebhart and agreed. Action: Clerk to arrange for payment.

189/25: Cumberland & Councillor Updates/Workgroups

Cllr Brown raised concern about overnight camping even though there is signage stating no overnight staying. Cllr Brown also commented that she had had complaints regarding the large wagons and machinery continually using the beach road and them being a safety issue especially for children playing in the park areas. The clerk informed the meeting that this was being investigated by the Enforcement team in Cumberland Authority. Action: Clerk to chase up with Enforcement.

Cllr Kellett asked what the regime was for a deputy chair. The clerk informed the council that in the standing orders (which were amended) that the mayor at the time was to be the deputy chair. Cllr Kellett asked if this could be further discussed at a workshop. Action: Clerk to add to agenda for next workshop.

Cllr Amos-Milburn raised concerns about the speeding on Devonshire Road, Cllr Faulkner stated that she would bring this up at the meeting with the police on Thursday. Action: Cllr Faulkner to speak to police at meeting.

Cllr McDonald raised further concerns about the lack of enforcement in the town especially as unlicensed car washes were popping up. Cllr McDonald also raised his concern regarding the lack of ATMs within the town. The clerk informed the meeting that the issue was also being dealt with by MP Michelle Scrogham.

Cllr Liebhart raised concern about the unauthorised fires at the industrial estate stating that the fumes appear to be very toxic. Cllr Faulkner proposed that a letter be sent to Enforcement at Cumberland Authority asking them to look into this. Action: Clerk to write to Enforcement.

190/25: Clerk’s Updates/Information

Haverigg Foreshore Update – the clerk informed the meeting that the topographical survey had been completed on 27th April and she was awaiting results.

Office:

  • Alarm System – a quotation for the new alarm system was received at a cost of £913.76 nett of vat.
  • Emergency Lighting service – quotation for yearly service at a cost of £160.00 nett of vat.
  • Alarm system service – quotation for yearly service at a cost of £140.00 nett of vat.

Cllr McDonald proposed that all the above quotations from Vortex be accepted, this was seconded by Cllr Brown and agreed. Action: Clerk to arrange for the above works to be carried out.

191/25: Events

Cllr Faulkner proposed that a timetable for events throughout the year be prepared. This was seconded by Cllr Billing and agreed. Action: Cllr Faulkner and Clerk to arrange this.

192/25: Correspondence Received for Action

No correspondence had been received that needed further action.

193/25: Planning

  • 4/26/2095/0F1 – Change of use of land to extend domestic curtilage to increase the width of the proposed single garage approved under planning approval 4/25/2081/0B1 and extend the office roof to cover the rear 1-metre-wide section of the pergola – 2 Church Walk, Millom – the council had no objections in principle to this application.
  • 4/26/2039/0F1 – Amended description and additional/amended information – Proposed introduction of three electric vehicle charging bays – Whartons, 1 Duke Street, Millom – the council had no objections in principle to this application.
  • 4/26/2113/0F1 – Demolition and replacement of existing rear kitchen extension with a new pitched roof extension and erection of a new rear extension – 65 Hope Street, Millom – the council had no objections in principle to this application.
  • 4/26/2095/0F1 – Amended description and additional/amended information – 2 Church Walk, Millom – the council had no objections in principle to this application.
  • 4/26/2130/HPAE – Construction of a single storey rear extension to existing building – 4 Derwentwater Close, Millom – the council had no objections in principle to this application.

Action: Clerk to write to planning with council’s response to all the above.
