Meeting held on Wednesday 24th September 2025 commencing 07:30 PM in the Methodist Hall, Millom.

2 members of the public were also in attendance.

Prior to the commencement the Chair informed the meeting that it would be recorded for minute taking only.

76/25: Apologies for Absence

Apologies were received from Cllr Kellett.

77/25: Exclusion of Press & Public

Nothing to exclude.

78/25: Chairman’s Report

The chair began his report by thanking everyone for attending the meeting. A copy of the report is attached to these minutes.

79/25: Mayor’s Announcements

80/25: Declarations of Interest

Cllr Crellin declared an interest in the Slag Bank application for help with the play area insurance and safety report.

81/25: To Approve the Minutes of the Mayor Making Meeting Held on 30th July 2025 as a True and Correct Record

Cllr Brown proposed that these minutes be approved as a true and correct record of the meeting held on 30th July 2025, this was seconded by Cllr Faulkner and all agreed.

82/25: Actions from Previous Minutes

The clerk informed the meeting that all actions had been completed.

83/25: Open to the Public

One of the residents spoke asking about the use of the old library building and was concerned that once the building had been made wind and watertight there would be no investment to make it into a working hub. He asked Millom Town Council to try and ensure from Cumberland Authority that the building will come back into use and not be left empty. The chair informed the member of the public that his concerns were noted.

Action: Clerk to ask Cllr Pratt and Cllr Kelly to get confirmation of the building’s long term plan.

84/25: Accounts/Finance Committee

It was proposed by Cllr Amos-Milburn, seconded by Cllr McDonald to approve the accounts for payment and note the bank reconciliation, this was unanimously agreed.

Action: RFO to pay outstanding invoices etc.

Slag Bank Play Area Association

A request had been received for help to pay the ongoing costs of the Slag Bank Play Area. The total cost is £546.29 (this is for the playground inspection costs and insurance costs). Cllr Brown proposed that the total amount be given, this was seconded by Cllr Chatterton and all agreed.

Action: RFO to pay total costs of Slag Bank Play Area Assoc

85/25: Cumberland and Councillor Updates/Workgroups

Cumberland Cllr Kelly informed the meeting that the inspection from Ofsted for special needs and children in the Cumberland Authority had been reported as an improved status.

Cllr Kelly also reported that there was now a system in place on the Cumberland Website to report any kind of fly tipping, dog fouling etc and encouraged all to use this system. Cllr Kelly also reported that a business plan is to be submitted for flood alleviation in Millom.

Cumberland Cllr Pratt informed the meeting that the next South Cumbria Panel will be meeting on 29th September in the Drigg Village Hall, all are welcome to attend.

Cllr Pratt also informed the council that permanent speed cameras are being installed in the village of Holmrook. He stated that there was also to be a number of public drop-in sessions to discuss the South Copeland GDF Projects.

Cllr Pratt also informed the council that he had a meeting with Home Group the following week and will report back any information regarding Queens Park Housing Development.

The chair thanked both Cllr Kelly and Cllr Pratt for their information.

Cllr Crellin informed the meeting that a new Vision Support of Barrow and District will be holding sessions in the Guide Hall commencing 3rd September 10:30am to 12:00 noon and all would be welcome to attend.

Cllr Crellin also stated that the Taxi firms in the Millom area were struggling to get their licences renewed with Cumberland and asked that Cllrs Kelly and Pratt both look into this to help get this sorted as quickly as possible.

Action: Cllrs Kelly and Pratt to look into the delay issues of taxi licence renewals.

Cllr Liebhart informed the council that the Millom and Haverigg Together CIC had received a grant of just over £12k to help the Resilience Group get equipment. The chair thanked Cllr Liebhart for her effort in getting this money.

Cllr Billing asked the question as to how MTC should engage with the Cumberland Plan. The clerk informed Cllr Billing that a list of roadshows for the public had been sent out via email if he would like to attend any of these sessions. Cllr Billing also raised his concerns about the proposed MTC Town Economic Development Plan. Cllr Faulkner stated that she was still in liaison with others as to how to accomplish this.

Cllr Chatterton raised concerns about the graffiti that is still visible on the Station Hotel walls and asked that the Clerk contact the owner to see if anything could be done to remove this as it did not encourage tourism to the area.

Action: Clerk to contact owner of Station Hotel

86/25: South Copeland GDF Partnership

Following the recent workshop held in the council office it had been agreed to take a secret vote as to whether the councillors wanted to ask to rejoin the partnership. This was duly carried out. Following a unanimous vote Cllr Amos-Milburn proposed that a letter be sent asking for Millom Town Council to rejoin the South Copeland Partnership, this was seconded by Cllr MacDonald and agreed.

Action: Clerk to write letter to partnership.

If Millom Town Council were to be successful in rejoining the partnership, Cllr Amos-Milburn proposed that the chair Cllr Ray Williamson be the representative, this was seconded by Cllr Liebhart and agreed.

87/25: Millom/Haverigg Park Maintenance

At present Cllr Williamson is carrying out the maintenance works in both the Millom and Haverigg Park which is taking around 5 hours per week in the interim period until a maintenance/park keeper can be employed. Cllr Faulkner proposed that his time be reimbursed. Cllr Billing asked if this was something that the council could do. Cllr Faulkner then proposed that the clerk write to CALC and ask if a councillor can be paid for work carried out on behalf of the council. This was seconded by Cllr Liebhart and agreed.

Action: Clerk to contact CALC to ask about paying councillors for work.

88/25: Miners Statue

Cllr Faulkner confirmed that the miner’s statue will be restored within the Market Square redevelopment but once this work has been completed the statue will then be given to Millom Town Council as their asset and any future repairs will have to be undertaken by Millom Town Council.

Action: Clerk to write to Millom Town Deal stating that once the restoration has been completed MTC will take on the responsibility for the future maintenance and add it to their asset register.

89/25: Clerk’s Update/Information

The clerk raised the question of where the Crib and the Christmas tree can be situated this year as work on the redesign of the market square will have already begun. Various scenarios were discussed and left to the clerk to find a solution.

Action: Clerk/Chair and Mayor to look into various areas for the tree and crib.

90/25: Correspondence Received for Information

  • Cumberland Authority – Councillor Conduct, Respect, social media & Refresher training – emails out 05.08.25
  • Correspondence from local resident – Economic Choices – emailed out 01.08.25
  • Devolution in Cumbria Update – emailed out 14.08.25
  • Outcomes from Workshop held on 14.08.25 – emailed out 26.08.25
  • Correspondence from local resident – Lapstone Road/Crown Street Junction – emailed out 02.09.25

Action: Clerk to write to resident stating that MTC would send his concerns again to Cumberland Highways Authority.

Correspondence from Millom Striders re 4th Halloween 10K race 26th October 25 – Cllrs all agreed to support this event.

Action: Clerk to write to Millom Striders with a letter of support.

91/25: Policies to Adopt

  • Risk Management Policy – Proposed by Cllr Amos-Milburn, seconded by Cllr Liebhart and agreed that this policy be signed and adopted.
  • Whistleblowing Policy – Proposed by Cllr Amos-Milburn, seconded by Cllr Chatterton and agreed that this policy be signed and adopted.
  • AI Use Policy – Proposed by Cllr Liebhart, seconded by Cllr Kelly and agreed that this policy be signed and adopted.

92/25: Planning

  • 4/25/2291/0F1 – Outline application (with some matters reserved) including approval of appearance, layout and scale for the demolition of a former dentistry building and construction of three dwellings (use Class C3) to include car parking and associated works – Government Building, St George’s Road, Millom – Concern was raised as to whether the existing Victorian drainage/sewage system would be able to cope with these new dwellings.
    Action: Clerk to write MTC concerns to Cumberland Planning.
  • 4/25/2294/A01 – Application for consent to install advertisement signs – Tesco Stores, Lancashire Road – The council had no objections in principle to this application.
    Action: Clerk to write MTC comments to Cumberland Planning.

93/25: Any Other Business to Note for the Next Meeting

To place on the agenda the future of the old Millom Library building.

Action: Clerk to add to the next meeting agenda.
