MINUTES OF MAYOR MAKING MEETING OF MILLOM TOWN COUNCIL HELD ON WEDNESDAY 25th MAY 2022 AT 07.15 PM IN THE GUIDE HALL, MILLOM

PRESENT: Cllr R Peter (Retiring Mayor), Cllr R Kelly (Retiring Deputy Mayor), Cllr S Faulkner, Cllr J Brown, Cllr D Billing, Cllr D Burness, Cllr G McGrath, Cllr T Lees, Cllr R Pattinson, Cllr T Dixon, Cllr Crellin, Cllr J Bridget, Cath Jopson (Town Clerk), RFO/Assistant Clerk Liz North. 4 members of the public attended the meeting at 7.15pm.

001/22; Election of Mayor for Council Year 2022/23

Cllr R Peter opened the meeting. It was PROPOSED by Cllr D Burness and SECONDED by Cllr J Brown that Cllr Bob Kelly be nominated for the role of Millom Mayor for 2022/23. There being no further nominations it was AGREED that Cllr Kelly be elected as Mayor. Cllr Kelly duly accepted the role.

002/22: Mayor’s Declaration of Acceptance of Office

Cllr B Kelly signed the Declaration of Acceptance, witnessed by the Town Clerk. Cllr R Peter proceeded to hand over the Mayoral chain. Cllr Kelly took to the chair.

003/22: To Appoint Deputy Mayor for Council Year 2022/23

It was PROPOSED by Cllr Janice Brown and SECONDED by Cllr Ged McGrath that Cllr Simone Faulkner be appointed as Deputy Mayor for 2022/23. There being no further nominations it was AGREED that Cllr Simone Faulkner be elected as Deputy Mayor. Cllr Faulkner duly accepted the role.

004/22: Apologies of Absence and Mayor’s Announcements

Apologies: Apologies had been received from Cllr A Dixon and Cllr G Brace.

Mayor’s Announcement: Cllr B Kelly announced that he was pleased to accept the role of Mayor for the forthcoming year. He also announced that he would be involved with the new Unitary Council for Cumberland and also serve as a member of the new Unitary Cumberland Authority Shadow Authority. Cllr McGrath took this opportunity to congratulate Cllr Kelly on his appointment and wished him well in his new role.

005/22: Declarations of Interest

None stated.

006/22: To Appoint Representatives to Outside Bodies

A table had been circulated for discussion of who would be appointed to the various Outside Bodies (See Appendix 1).

007/22: To Appoint Committees and Members of Working Groups

The same table had been circulated for discussion and agreement of who would be appointed to the Committees and Working Groups (See Appendix 1).

Newly appointed mayor Cllr Kelly informed the council that as he had been elected to the Unitary Council of Cumberland, it may be the case that the Deputy Mayor will have to carry out more duties due to Cllr Kelly being absent, and that fellow councillors may also need to carry out more tasks and assume more responsibility within the council. Cllr Kelly stated that he had faith that the council would work well. He would also have to declare interests due to his membership of the new shadow authority.

Cllr Kelly informed councillors that he would be re-establishing support for various charities including:

  • History Society
  • Bikes for the Disabled
  • Youth Charity

008/22: Open to the Public

A member of the public asked the question as to what was happening with the Town Bid and what involvement the Town Council had. Cllr Kelly (Mayor) informed them that he had attended the meetings on behalf of the Mayor at the time (Cllr Peter), who had not been able to accept the invitation to attend these meetings. He stated that Millom Town Council had no influence on the Town Bid and were there solely as a representative.

Cllr Kelly informed the public that the next step was to hold presentations where members of the public could have their say on what projects had been proposed.

Cllr Faulkner emphasised to the member of the public that at no time had Millom Town Council had any influence on the Town Bid, even if a member was on the committee.

There being no further business, the meeting closed at 08.00pm.
