Meeting Held on Wednesday 30th October 2019 at 7.30PM in the Council Offices

Present: Mayor Cllr Angela Dixon (AD), Cllr Janice Brown (JB), Cllr Barbara Crellin (BC), Cllr Jane Micklethwaite (JM), Cllr Tess Fitzwilliam (TF), Cllr Jenn Jakubowski (JJ), Cllr Richard Pattinson (RPat), Cllr Sandra Carter (SC), Cllr Robert Kelly (RK), Cllr Graham Brace (GB), Cllr David Billing (DB), Cllr Rebecca Cummings (RC), Cllr Tony Dixon (TD), Clerk Vicky Bradley, and 4 members of the public

137/19 Mayor’s Announcements

The Mayor informed the meeting that MTC have planted 2000 bulbs in the bottom of Millom Park this month and 65 trees have been donated by CBC to replace the trees cut down in Lord Street. A big thank you to all that helped with this.

Actions from last meeting – The Mayor thanked the clerk for listing the actions at the end of the minutes.

There will be a “Meet your councillors” session in Millom Library on Saturday 2nd November for all who are able to attend. County Councillor Doug Wilson will also be holding his drop-in surgery at the same time.

We now have all the concept designs in for the park and are currently arranging to go into local schools to show the designs and consult with the local children. All the plans are in the office.

We are hoping to improve the triangle on Newton and CBC Open Spaces team are going to donate some benches to replace the current one.

139/19 To Approve as a Correct Record the Minutes of the Meeting Held on 25th September 2019

Cllr T Dixon proposed and Cllr J Micklethwaite seconded that these be signed as a TRUE record – All Agreed, minutes signed.

140/19 To Approve as a Correct Record the Minutes of the Finance Meeting Held on 7th October 2019

Cllr D Billing had one query regarding when donations should be considered – the clerk informed him that any requests are brought up at the next available meeting, whether full council or finance.

Cllr J Brown proposed and Cllr Jakubowski seconded that these be signed as a TRUE record – All Agreed, minutes signed.

141/19 Open to the Public

  • a) HMP Governor Mr Tony Corcoran gave a short overview on Haverigg Prison and discussed potential community work. Council agreed to produce a list of suitable work.
    Action: Clerk to collate list and forward.
  • b) Jonathan Powell presented information on the Millom and Haverigg Civic Society. Council agreed to include this item on the agenda quarterly.
    Action: Clerk to include a quarterly agenda item
  • c) Dan Powell spoke on “Your Food Choices” and its environmental impacts.

All 3 were thanked for their time – All left the meeting.

Howard Shimmin asked again about the bus schedule. ACTION: Clerk to advertise/amend poster

142/19 Cumbria County Council – Update from County Councillor

Cllr D Wilson and Cllr K Hitchen are updating the clerk in regard to the Millom and Haverigg Flood Study. They are aware MTC wants involvement in the Stronger Towns Bid.

143/19 Copeland Borough Council – Update from Copeland Councillors

Cllr F Wilson is addressing MTC concerns about councillor site visit permissions and staff relocations. RK asked to chase CBC on dog waste enforcement. Action: Clerk to e-mail

144/19 Millom Town Councillor and Clerk’s Update

  • a) Letter from Millom Labour Party re CCC/CBC – ACTION: Clerk to forward letter and respond.
  • b) RBL flagpole request – no objections. ACTION: Clerk to inform RBL.
  • c) Wood bark for Haverigg Park – Quote received (£300), will be added to the prison work schedule. ACTION: Clerk to add to schedule and reply to estimate.

145/19 Update from 3 Tier Meeting (21st October 2019)

Cllr T Dixon reported that CCC had made no decisions about the library and MTC would be consulted. One-way system and Stronger Towns Fund working group discussed.

146/19 Amenities and Recreation Update

No minutes yet available; update to be given at November meeting.

147/19 Youth Councillor

Youth councillor wasn’t present. RK had contacted but had no response. Action: Clerk to contact School

148/19 Queens Park Redevelopment Update / Dept of Transport Order

Awaiting planning consent; Home Group will give bi-monthly updates. No objections to traffic order.

149/19 Sellafield Radioactive Substances Activities Consultation

Forwarded to councillors; consultation ends 1st December 2019.

150/19 Barclays Bank Withdrawal of PO Services

Barclays reversed their decision following letters and petitions. Cllr Micklethwaite thanked all involved.

151/19 Climate Change and Environmental Issues

Cllr Pattinson confirmed Town Plan section completed and forwarded to Denise Burness.

152/19 Millom Town Council Website

Site needs updating. Action: Clerk to check monthly contract and review

153/19 Road Closures Due to Accidents

Concerns raised about road diversions. SCP aware of issue. GB stated action requires disaster/collapse. Action: Cllrs A Dixon, R Kelly & D Billing to take to next SCP meeting

154/19 Swimming Pool

Update received and circulated. Press update expected shortly.

155/19 Public Realm / Millom Market Square Redevelopment

Cllr A Dixon and G Brace discussed over-budget plans with Jane Taylor (CBC); awaiting further updates.

156/19 CCTV

Installation underway. Action: Clerk to confirm with CCTV company when system is live

157/19 Donations Requested

  • Millom Bowling League – £200 approved
  • South Cumbria Music Festival – £200 approved

Action: Clerk to arrange cheques

158/19 Planning

  • 4/19/2330 – Single Storey front extension – 6 Willowside Park, Haverigg, Millom – No objections
  • 4/19/2339 – Barn conversion to Granny Annex – Foxcroft, Haverigg, Millom – No objections
  • 4/19/2355 – Garage demolition and new extension – 17 Salthouse Road, Millom – No objections

Action: Clerk to reply to CBC planning officer

159/19 Accounts

It was RESOLVED that the accounts presented be passed for payment. Cheques signed by Cllr J Brown and Cllr R Kelly. Agreed

160/19 Any Other Business to be Noted for Next Agenda

Cllr T Dixon requested limiting agenda items to shorten meetings. Councillors should check with clerk before adding items.

The Mayor requested an updated CBC/CCC contact list. Action: Clerk to update
