MINUTES OF A MEETING OF MILLOM TOWN COUNCIL FINANCE COMMITTEE
HELD ON THURSDAY 23rd NOVEMBER 2023 AT 10am IN THE COUNCIL OFFICES

PRESENT: Chair: Cllr G McGrath, Cllr S Faulkner, Cllr B Kelly, Cllr B Amos, Clerk Cath Jopson and RFO/Assistant Clerk Gillian Hoyle

131/23: APOLOGIES

132/23: DECLARATIONS OF PECUNIARY INTEREST

Cllr Amos declared an interest in the photocopier.

133/23: MINUTES OF PREVIOUS MEETING 25th OCTOBER 2023

A draft copy of the minutes had been circulated to all councillors for their perusal and amendment if required.

Actions have been finalised, with a new 3-year contract signed for Gas and Electricity.
The new photocopier is now delivered and set up. Cllr Amos expressed an interest in purchasing the old photocopier. The new company did not want the old machine and we have been offered £150 scrap.
This was proposed by Cllr McGrath and seconded by Cllr Kelly, to sell the machine to Cllr Amos for £150.01.

Minutes were agreed as a true record. Proposed by Cllr Kelly and Seconded by Cllr Faulkner

134/23: 2024/25 PRECEPT BUDGETING

The RFO had prepared and circulated a Forecast Budget for 23/24 showing the variances between the budget and what the forecast figures are.

The proposed budget for the precept was circulated to the finance committee. The precept is up by approx. 6.9% to £172,669. This was agreed.
The Precept was proposed by Cllr Faulkner and seconded by Cllr Kelly and agreed to be passed to the Town Council meeting on Wednesday 29th November, for approval.

135/23: HAVERIGG PARK

After the ROSPA (Royal Society for the Prevention of Accidents) report had been passed to Playdale they had produced a quotation for repairs.
It was proposed by Cllr Kelly and seconded by Cllr Amos, that these repairs are essential and need to be actioned to keep the play areas open.
It was agreed to pay 50% of the costs upfront to confirm the work at the quoted price.

136/23: ANY OTHER BUSINESS

  • Christmas Festival: The council agreed to provide the selection boxes, as the gifts from Santa on festival day. The clerk thought we needed about £300, and these are £1–£1.50 per box. The Clerk said she would request CGP grant to cover these costs.
  • Tennis Courts: The nets are currently up in winter, but it was agreed to take these down as they will rot during the winter weather.

There being no further business the meeting closed at 10.30pm
