Present: Cllr R Peter (in the Chair), Cllr R Kelly, Cllr G Brace, Cllr S Faulkner, Cllr J Brown, Cllr D Billing, Cllr D Burness, Cllr G McGrath, Cllr T Lees, Cllr R Pattinson, Cath Jopson (Town Clerk and RFO), Assistant Clerk Liz North

242/21: Apologies

Apologies were received from Cllrs A Dixon, T Dixon and B Crellin.

No members of the press or public were in attendance.

244/21: Mayor’s Announcements

The following Mayor’s announcement had been circulated to all councillors:

“At the time of writing, I first of all have to admit to an interest as chair of MNC Unit three as I reopened the charity shop for it today.

The shop is completely revamped and looks great, plus, I picked up a CD player for only £3.00! Unit three helps support people who have all kinds of problems and who are looking for opportunities to improve their lives. The shop supports that.

I would like to thank HMP Haverigg for all their hard work by the Peel. They are doing an amazing job and it is much appreciated by the local community.

Finally, I would like to thank Pellymounters for their terrific contribution to Ukraine. We will talk about this later in more detail but this hands-on approach is superb and we should be very proud of this local business.”

245/21: Declarations of Pecuniary Interest

No declarations of pecuniary interest were received.

246/21: Actions Update from Previous Meeting Minutes/To Review Any Incomplete Actions

The clerk reported that most of the office actions had been completed. The only two to chase up were the letter to Citizen’s Advice Bureau regarding the office in Millom and a letter to CBC with concern about holiday homes in Haverigg.

Action: Clerk to write these two letters as requested at the last meeting in February

247/21: To Approve the Minutes of the Town Council Meeting Held on 23rd February 2022

Following the circulation of draft minutes, it was proposed by Cllr B Kelly, seconded by Cllr S Faulkner and agreed that the minutes be signed as a true and correct record.

248/21: Open to the Public

  • Fairtrade Town Status: Mrs V Towndrow and colleague attended and gave a short presentation regarding their concern about the possibility of losing the Fairtrade Town Status. Millom was the second Cumbrian town to achieve Fairtrade Status. Cllr Kelly and Cllr Brown expressed interest in encouraging Fairtrade usage by local businesses. It was proposed by Cllr J Brown that the council support the Millom Group and Fairtrade – Northern Region. This was seconded by Cllr R Kelly and agreed. Mrs Towndrow informed of a Pea/Pie supper on 29th April and the next meeting of the Fairtrade group to be held on 4th April at 18 Bowness Road, 1:30pm.

    Action: Cllr R Kelly to take this forward
  • Palladium Building Use: A local parishioner proposed the Palladium building be used for arts/crafts, cinema, and other projects. Cllr Peter stated ownership needed to be identified before proceeding.

    Action: Clerk to find out who owns the Palladium building

249/21: Millom Town Vacancy

An application was received from Ms Jan Bridget. Proposed by Cllr J Brown and seconded by Cllr R Kelly that she be co-opted. Unanimously agreed.

Action: Clerk to contact applicant and arrange for new councillor pack and forms to be sent out

250/21: Cumbria County Council

Cllr McGrath reported potential funding for a walkway and resurfacing works. Agreed to obtain quotes.

Action: Clerk to get quotations and send to CCC D Wilson with proposals

251/21: Copeland Borough Council

Concerns repeated by Cllr Peter regarding consultation and cooperation on Town Fund Bid projects.

Action: Clerk to liaise with Towns Fund Board Chairman regarding meeting on 11th May 2022

252/21: Millom Town Councillor and Clerk’s Update

Updates and correspondence circulated prior to the meeting.

253/21: Discussion on the Ongoing Issues in Ukraine

Rev. Street and others working on Ukraine donation efforts. Cllr McGrath proposed a short presentation be given at next meeting. Letter of support to be sent.

Action: Cllr Peter to contact Rev Street; Clerk to write letter of support

254/21: Towns Fund Bid Update

Discussion about dissatisfaction with Market Square and Haverigg lamp proposals. Communications with Chair of Town Fund Bid scheduled.

Action: Cllr Kelly to inform the Town Fund Board; Clerk to remind councillors of meeting date

255/21: Millom Town Plan Update

No updates reported at this time.

256/21: Queen’s Platinum Jubilee Celebrations

Proposal for Mr Simon Donnelly as Project Leader. £500 budget agreed for bunting.

Action: Clerk to liaise with Mr Donnelly and arrange payment of invoices

257/21: Restructuring of Committees

New proposed committee structures presented and agreed going into new mayoral year.

258/21: Update of Meetings Held Prior to the Council Meeting

  • Open Spaces meeting – notes circulated
  • Joint Member Coastal Working Group – meeting clash reported.

    Action: Clerk to contact CBC for next meeting details

259/21: GDF Partnership Updates/Funding/Correspondence

  • Representative Change: Cllr Burness elected deputy to Cllr Billing.

    Action: Cllr Billing to update GDF Partnership
  • Funding Discussion: Meeting on 8th April to discuss project proposals with Cllr Billing leading. Feasibility study costs to be obtained.

    Action: Clerk to investigate project manager costs; Cllr Billing to lead meeting
  • Marine Survey: Documentation shared with councillors

260/21: Haverigg/Park Issues/Update

  • Beach Café: Drainage issues to be resolved by JW Plant Solutions – £810 + VAT

    Action: Clerk to inform contractor to commence work
  • Land Behind Poolside: Application submitted to CBC for CAT. Request for clause to maintain garden use.

    Action: Clerk to keep councillors updated and respond if unsuccessful

  • Council Website Revamp: Working group to be formed

    Action: Clerk to arrange working group
  • Dream Landscapes: Monthly cost increase approved

    Action: RFO to inform contractor of approval
  • Pavilion Refurbishment: Deferred for future funding consideration
  • Queen’s Park Development: Proposal to use billboards for project plans

    Action: Cllr Peter to liaise with Home Group
  • Library/Millom Hub: Letters to CCC, CBC, and Sellafield to request updates
