Minutes of a meeting of Millom Town Council held on Wednesday 27th April 2022 at 07:00PM in the Town Council Offices

Present

Cllr R Peter (in the Chair), Cllr R Kelly, Cllr G Brace, Cllr S Faulkner, Cllr J Brown, Cllr D Billing, Cllr D Burness, Cllr G McGrath, Cllr T Lees, Cllr R Pattinson, Cllrs A & T Dixon, Cllr Crellin, Cllr J Bridget, Cath Jopson (Town Clerk and RFO), Assistant Clerk Liz North

1 member of the public attended the meeting at 7.30pm

Due to the short presentation from Claire Moorfoot ‘What will Reboot mean for Millom’, all agreed to move this item to at 07:00 followed by the regular Town Council meeting at 07:30pm.

262/21: Apologies

No apologies were received.

263/21: Exclusion of Press & Public

One member of the public was in attendance.

264/21: Mayor’s Announcements

The mayor had no announcements to make this month.

265/21: Declarations of Pecuniary Interest

Cllr McGrath informed the council that he had now become the Chairman of the South Copeland GDF Committee and that anything discussed he would declare a pecuniary interest. (Item 17 on April agenda)

Cllr R Kelly, Cllr D Burness and Cllr Bridget declared an interest going forward with anything to do with The History Society.

266/21: Actions Update from Previous Meeting Minutes / To Review Any Incomplete Actions

The clerk informed the council that all actions had been completed by herself and the RFO.

Cllr Peter informed the council that the action she had in regard to the Queens Park development was ongoing and was assured that Home Group would look into making the fencing more aesthetically pleasing.

Cllr McGrath brought to the attention of the council that as yet no public statement had been received from Home Group in regard to the Queens Park Development as they agreed at the site meeting earlier in the year. Action: Clerk to chase up Public Statement from Home Group.

267/21: To Approve the Minutes of the Town Council Meeting Held on 31st March 2022

A draft copy of the minutes had been circulated to all councillors for their perusal and amendment if required. Following the circulation, it was proposed by Cllr G McGrath and seconded by Cllr R Kelly and agreed that the minutes be signed accordingly as a true and correct record.

268/21: Open to the Public

One member of the public was in attendance and when asked he had no questions for the councillors.

269/21: Millom Town Vacancy

The clerk informed the council that as yet no further applications had been received.

270/21: Cumbria County Council

As the council was in purdah due to the forthcoming elections there was nothing to report from CCC councillors.

271/21: Copeland Borough Council

Cllr McGrath reported that as CBC were also in purdah due to forthcoming elections there was nothing to report.

272/21: Millom Town Councillor and Clerk’s Update

The clerk had sent out her updates along with all the correspondence that was not in with the working papers but had been circulated for councillors’ information prior to the meeting along with the Clerk’s update.

List of Updates/Ongoing issues were as follows:

  • Millom Lincoln Street Allotments
  • Haverigg Community Land for Sale
  • Haverigg Issues – Toilets, Road Signs and updates regarding the gang of children in the Haverigg shelters and the fire damaged house in Bankfield Road
  • Seats – Church Walk and Haverigg foreshore – now insitu – CBC had been asked to come back and make good. Seat near pier.

273/21: Towns Fund Bid Update

Cllr Kelly informed the councillors that he had informed the Town Bid Committee at their recent meeting that the Town Councillors were not happy with how the information regarding projects had not been discussed with the Town Council before decisions had been made. A meeting with the chair of the Millom Town Bid is to be held on 11th May 2022, venue to be sent out prior to the meeting.

274/22: Millom Town Plan Update

Cllr Burness reported that she had been going through the plan and amending/updating as necessary and, hopefully, it would be ready to re-submit in the new mayoral year.

275/21: Queen’s Platinum Jubilee Celebrations

The clerk informed the council that a further £350 had been awarded to Around the Combe to help with the jubilee celebrations from the CGP Trust Fund.

276/21: Update of Meetings Held Prior to the Meeting

Details from GDF Working parties circulated in working papers see item 277/21.

Cllr Pattinson informed the councillors that the Environment Committee would be meeting on Friday 27th April and that the minutes/notes would be circulated in the next working papers.

277/21: GDF Partnership Updates/Correspondence

Cllr McGrath informed the councillors that the group were still developing core strategies and set up of the committee. He explained that the group should provide the public with all information should they wish to be the host community for GDF. He explained that the final decision will fall to the community as to where the site will be situated.

Hard copies of the working party meetings held on 7th February and 8th April 2022 had been circulated with the working papers for councillors’ information. Cllr Billing informed the councillors that the next meeting of the working group would be on 13th May commencing 10.00am in the council offices.

278/21: Haverigg/Haverigg Park Issues/Update

Cllr Faulkner raised her concerns about the gangs of children riding bikes in the Main Street, Haverigg – she informed the councillors that they were doing wheelies, riding 2 on a bike and being totally unaware of the dangers to all road users.

Cllr Faulkner was also concerned about the anti-social behaviour towards residents in Haverigg and that elder parishioners felt quite intimidated by them. Cllr Faulkner stressed that there should be zero tolerance of all acts of anti-social behaviour both in Haverigg and Millom.

Action: Clerk to contact police asking for more police presence in Haverigg to try and deter these children from being anti-social behaviour, unruly and dangerous on the road with bikes.

279/21: Millom/Millom Park Issues

To note that there are no outstanding issues in and around the Millom area and Park areas that have not been dealt with.

280/21: Correspondence Received for Action/Information

All correspondence received had been circulated for Council’s information.

282/21: Planning

The following planning applications had been received for Councillor’s information and comments:

  • 4/22/2144/OF1 – Installation of a 15-panel Solar PV System Split over Rear/West and Side/South Roof Pitches – Cambridge House, 1 Cambridge Street, Millom
  • 4/22/2149/OF1 – Erect Two Storey Extension on North East Elevation – 11 Festival Road, Millom
  • 4/22/2175/OF1 – First Floor Side Extension forming additional bedroom with ensuite – 60 Lowther Road, Millom
  • 4/22/2172/OF1 – Erect Two Storey Extension on front elevation and single storey extension on rear elevation – 3 Bank Head, Haverigg
  • 4/22/21789/OF1 – Removal of an existing single storey projection and the construction of a two-storey and single storey rear extension with new front entrance canopy and oak post to an existing dwelling with internal and external alterations – 46 Town Head, Haverigg
  • Notice of Proposal to cause, carry out or permit operations requiring Natural England’s consent on a SSSI.

The council had no objections in principle to any of the above planning applications. Action: Clerk to inform CBC Planning on council’s comments. Clerk to write letter to MRUFC stating that they support the proposal.

283/21: Accounts

A list of outstanding invoices had been circulated to all councillors. Action: RFO to arrange payment of outstanding invoices.

Cllr McGrath proposed that a television be purchased for the office to use for conference facilities. Cllr Kelly seconded this and all agreed. Cllrs Dixon stated that Millom Network Centre could have a television that would be compatible. Action: Clerk to liaise/purchase TV etc and arrange for fittings fixing.

284/21: Any Other Business for Inclusion on Next Agenda

Cllr Burness requested that road issues in the Millom area be placed on the next agenda which include the sleeping policemen on St George’s Road and the possibility of enforcing a one-way system in and around certain areas of the town. Action: Clerk to place these items on next agenda.

There being no further business the meeting closed at 8.00pm
