Meeting held on Wednesday 27th October 2021 at 07:30 PM in the Methodist Hall

Present: Cllr R Kelly (in the Chair), Cllr B Crellin, Cllr G McGrath, Cllr G Brace, Cllr R Pattinson, Cllr S Faulkner, Cllr J Brown, Cllr D Burness, Cllrs A & T Dixon, Clerk Cath Jopson and RFO/Assistant Clerk Liz North

124/21: Apologies

Apologies were received from Cllr R Peter, Cllr D Billing, Cllr Jakubowski, Cllr T Fitzwilliam and Cllr Donnelly

125/21: Mayor’s Announcements

The following mayor’s announcement had been circulated to all councillors for their information:

“I think we had a bit of a marathon meeting last month. I know that we hadn’t met for two months and that the agenda was pretty long but I would be grateful if Cllrs did not hold drawn out debates on subjects which have previously decided in committee.

This month I attended a lovely service at the Community Church in the pensioners hall. Some of you know that Pastor Fred is looking for a permanent home and office for his congregation. If anyone has any ideas as to where he might look, please let him or myself know.

In the course of the service, a prayer was said for the Council, I was given a blessing and also a lovely bunch of flowers. I would like to thank them very much.”

126/21: Declarations of Pecuniary Interest

No declarations of pecuniary interest were received.

127/21: Actions Update from Previous Meeting Minutes / To Review Any Incomplete Actions

The clerk reported that all her and the RFO actions had all been completed.

Cllr Dixon confirmed that once the weather had improved the siting of the musical instruments will be carried out in the park.

128/21: To Approve as a True Record the Minutes of the Meeting Held on 29th September 2021

A draft copy of the minutes had been circulated to all councillors for their perusal and amendment if required. Following the circulation, it was proposed and agreed that the minutes be signed accordingly as a true and correct record.

129/21: To Approve as a True Record the Minutes of the Finance Meeting Held on 29th September 2021 Prior to the Town Council Meeting

A draft copy of the minutes had been circulated to all the finance committee for their perusal and amendment if required. Following the circulation, it was proposed, seconded and agreed that the minutes be signed as a true and correct record.

130/21: Open to Members of the Public

No members of the public had attended the meeting.

131/21: Santa Dash

Unfortunately, due to the weather the short presentation from Heidi Bowron had to be cancelled.

132/21: Cumbria County Council

The clerk informed the councillors that the local representatives from CCC had nothing to report on this month. Cllr McGrath reported that CCC were in the process of a judicial review on the Local Government Reform.

133/21: Copeland Borough Council

Cllr McGrath informed the council that the Community Partnership Grants will be going live within the next week and the council should decide what they want from this and then apply for funding.

Cllr McGrath also informed the councillors that a meeting for Copeland GDF Working Group is to be held on 1st November 2021. A short discussion took place regarding the need for a representative on the panel of the GDF Working Group. Cllr Billing had already stated that he was prepared to act as the representative. It was proposed, seconded and agreed that unless anyone further wanted to sit on the panel, Cllr Billing to be the representative of the council. However, any points given to the committee should only reflect the position of the Town Council as a whole and not on a personal level. Cllr R Kelly informed that he would attend this meeting as Cllr Billing was away and would not be able to attend.

Cllr McGrath indicated that he felt it was too early in the process to decide on anything at the present time. It was unanimously agreed that the GDF should be left on the agenda for the foreseeable future.

Action: Clerk to look and purchase of new furniture / GDF to place on any future agendas.

134/21: Millom Town Councillor and Clerk’s Update

  • A request from Millom Rugby Union Club, Haverigg had been received asking for a new entrance at the club. This entailed removing some of the scrub/gorse. After a short discussion it was proposed, seconded and agreed that the Council ask for a site meeting to discuss this. Action: Clerk to arrange meeting with MRUFC, Cllrs McGrath, Brown and Faulkner to attend.
  • The clerk had circulated details of office furniture for the office downstairs. After a short discussion it was proposed, seconded and agreed that the old furniture was to be removed, the mayoral chair to be sited in the foyer of the office as a decorative piece. The main reason for removing the old furniture was so the council could hold their regular meetings in the council offices instead of having to hire venues. It was proposed, seconded and agreed that this be left to the clerk to arrange for the purchase and installation of the new furniture. Action: Clerk to look and purchase of new furniture.
  • The clerk reported that she was in the process of obtaining a grant for the purchase of 10 new stalls for the markets.
  • The clerk informed the council that the grant money had been received for the resurfacing of the Church Walk and that the contractor had been informed to begin as soon as practical.

135/21: Review of Policies and Procedures

The following policy had been circulated to the meeting for approval and signing:

  • Lone Working Policy

It was proposed, seconded and agreed that the Lone Working Policy be accepted by the Town Council and it was duly signed.

136/21: Environment Party Committee

The councillors were informed that the next meeting will be held on Thursday 4th November in the council offices.

137/21: Copeland Plan

Copies of Millom Town Council’s response had been circulated for councillors’ information.

138/21: NALC – Local Nature Recovery Strategies Consultation

It was proposed, seconded and agreed that no further action be taken on this consultation.

139/21: Update on Town Plan

No further updates available on the Town Plan.

140/21: Haverigg Issues

  • Haverigg Toilets: The clerk informed the council that the contractor was due to start work on renewing the electric in the Haverigg toilets to bring them up to safety standards.
  • Beach Café: The clerk informed the council that the water heater in the beach café had been repaired.
  • Cinder Path: Cllr Faulkner reported that the cinder path near to the beach area was in a state of disrepair.

141/21: Millom Town / Park Issues

The clerk informed the council that a regular weekly inspection was required at the Millom and Haverigg Parks. Cllrs Faulkner and Pattinson had kindly agreed to carry this out in the short term. It was proposed that one of the employees be trained to carry out these duties.

  • Danger Signs at White Rock: Haverigg Residents Society had requested Millom Town Council to chase up the replacement danger signs at White Rock. Cllr McGrath informed the council that he believed Copeland Borough Council were in the process of this being erected.
  • Church Walk Refurbishment: The clerk informed the council that the grant money had been received and that the contractor had been advised that he could start the works.
  • Ongoing Issues: A short discussion took place regarding dealing with issues via email of urgent matters. It appeared that not all councillors gave comments etc to the clerk when urgent matters had been sent out requesting their comments. It was proposed, seconded, and agreed that councillors must try and be involved with any urgent matters requiring comments back to the clerk.
  • Millom Toilets: The clerk informed the council that work is to commence on the roof of the toilets as soon as the weather is appropriate. Cllr Burness raised her concern that the lights are often left on in the toilets. Action: Clerk to speak to cleaner regarding the lights.

142/21: Correspondence Received for Action / Information

  • Letter from GP Surgery regarding blood test appointments – information only
  • Response from MTC regarding Transport Plan – information only
  • Email regarding Local Government Reorganisation in Cumbria
  • Email regarding Geological Disposal Facility

143/21: Planning

The following planning applications had been received and circulated prior to the meeting for comments:

  • 4/21/2433/OF1 – Remove Conservatory and erect a two-storey extension on the south elevation – 4 Hodgson Gardens, Millom
  • 4/21/2445/TPO – Works to Sycamore & Ash Trees situated within a conservation area – Tesco Stores, Lancashire Road, Millom
  • 4/21/2443/OF1 – Convert garage into study and erect extension to rear of property – 13 Windermere Gardens, Millom
  • 4/21/2450/OF1 – Erection of a “Granny Flat” extension to North Elevation – 31 Wasdale Road, Millom

The council had no objections in principle to these applications. Action: Clerk to inform CBC Planning on council’s decisions.

144/21: Accounts

Prior to agreeing payment of the invoices, the question of the expenses for one of the employees was raised. The RFO explained that this was for a part of the strimmer which the employee had paid for himself and was looking for reimbursement.

The bank reconciliation and cheque sheet had been circulated prior to the meeting. It was proposed, seconded, and agreed that the RFO pay all outstanding invoices as listed on the cheque sheet. Action: RFO to pay outstanding invoices as per circulated cheque sheet.

Insurance

Copies of two insurance quotes had been circulated by the RFO. It was proposed, seconded and agreed that we go with the cheaper quote which was for a like for like quotation. The saving was £3088.00.

145/21: Any Other Business
