Cllr Angela Dixon expressed the importance of keeping the council moving forward, especially with upcoming changes, including a potential move to new offices. A viewing of the old Home Group offices is scheduled for 12th March at 10am; councillors and clerks are invited.
She will review previous minutes to ensure actions have been completed. Meetings were held with Gillian Elliott to discuss a potential office share with CBC at the Hub and resurfacing plans for Haverigg Main Street, expected during summer holidays.
The Mayor discussed combining the A&R and Sub Park Committees to streamline actions and avoid duplication, with agendas sent to relevant members.
The Towns Bid Board has met again, and a post for a Regeneration Officer has been advertised. The officer will be employed by MTC with CBC reimbursing the cost. Government guidelines on the bid are expected around Easter, with submissions due by summer. Funding is likely population-based. Catherine Little from CBC is the contact. Next meetings: Working Group (16th March), Towns Board (9th March).

Item moved up the agenda for CBC Conservation Officer Sam Woodford.
Mr Woodford presented the conservation plan consultation running from 3rd to 31st March 2020 due to limited info in Millom’s Conservation Area design guide. Consultation is available online and via paper in Millom Library and the Hub. Drop-in session on 17th March at Millom Library. Mr Woodford then left the meeting.

Previous Youth Councillor stepped down. School identified two new candidates. Cllrs Peter and Kelly will meet them upon Kelly’s return.

Mr Simon Donnelly applied for the Holborn Hill seat. Unanimously AGREED to co-opt.
Action: Clerk to contact Mr Donnelly for Acceptance of Office and Declarations of Interest.
Cllr T Dixon recommended adopting Denise Burness’ document as a working doc. Compatible with Copeland Vision 2013–2028. All AGREED.
Cllr T Dixon raised concerns that these are not consistently followed. Suggested reviewing allowable amendments under NALC guidance.
Action: Clerk to seek advice before changes.
Update from Home Group distributed. Agreement to relocate shrubs/plants to Millom Park, pending discussions with HMP Haverigg. Bats have been discovered in two locations, causing delays.
Cllr Pattinson engaged enforcement officer about dog fouling. Officer visits Millom weekly; will arrange meeting to identify hotspots.
Council requests additional bins and more frequent collections.
Cllr Pattinson to attend Climate Change Workshop on 13th March and report back.
Cllr T Dixon created a working doc per ward. Councillors to conduct their own inspections and submit quarterly reports. Haverigg’s report (by Cllrs Brown & Faulkner) was submitted with photos, which was appreciated.
Action: Clerk to email about ward meetings and amend spreadsheet accordingly.
Finance Committee met with Tony and Debbie from Dream Landscapes. Annual estimate of £16,060 (unchanged) to cover Millom, Haverigg, and Cenotaph. Proposed as a 4-year contract.
Clarification needed on herbicide cost. Proposal supported by Cllr J Brown and seconded by Cllr T Fitzwilliam. All AGREED. If park project reduces green space, costs to be reviewed.
Action: Clerk to arrange contract.
Applications go via CBC. Cllr A Dixon and Jakki Moore (towns board chair) to conduct interviews. Concerns about advert and reimbursement agreement raised.
