Apologies were received from Cllr J Jakubowski and Cllr S Donnelly (arrived at 19.40)
A copy of the Mayor’s announcements had been circulated for the councillor’s perusal, prior to the meeting. No comments were received.
No declarations of Pecuniary Interest were received.
The clerk informed the Councillors that all actions had been completed apart from Action 097/20 – Cllr Jakubowski to circulate any plans when received in regard to the proposed crazy golf scheme, as no further information had been made available to Cllr Jakubowski
It was AGREED that the minutes be signed as a true and correct record of the meeting, this was proposed by Cllr R Kelly and seconded by Cllr A Dixon, and the chair signed these.

Jenny Brumby, CBC Buy Local Scheme Co-ordinator gave a brief description of what was happening in other towns in relation to a Christmas Window Competition being held safely and asked if Millom Town Council would be interested in participating in the scheme. All agreed that this was a good idea. Cllr A Dixon said that she would be interested helping with the scheme. Jenny to send details of how the idea would work to the clerk to circulate for councillors perusal and then a small group to be formed to activate the scheme consisting of Cllr Peter, Cllr Kelly and Cllr A Dixon. The chair thanked Jenny for her attendance at the meeting.
Cllr Hitchen stated that there was nothing to report. Cllr Billing asked Cllr Hitchen if there was any feedback with regard to the Millom/Haverigg road improvements. Cllr Brown informed the Council that the Haverigg road improvements were working well and everyone was pleased with the work carried out. There was a problem with the Poolside road, which was in the hands of United Utilities following works that they had carried out.
Cllr Hitchen stated that he would look into what was the next phase of improvements and let the Town Council know. Action: Cllr Hitchen
CBC Cllr F Wilson informed the council (via email) that the Local Plan consultation deadline is 30th November.
She also stated that the Cumbria Devolution talks have commenced and councillors received briefings latter part of last week. A number of options regarding where the Cumbria Districts might be regrouped have been aired. It would appear that an alignment with Copeland and Allerdale might be preferable. (Not agreed, a way to go). Details will be posted on Copeland web site.
Councillors have been made aware (after the event) that resident parking has been introduced. Thank you to members of the public who highlighted this. CCC D Wilson has posted where to obtain parking permits to the Town Clerk. Cllr Cummings highlighted that this may be an error as replacement signs were being done in other streets and it would be worth contacting Highways to ensure that this is correct. Action: Clerk to contact Highways
Cllr Hitchen asked if the Town Council had seen the 1st Cumbria County Council submission for the council reorganisation scheme as the deadline for this was 9th December to government. It was also suggested to ask Copeland Borough Council for a copy of their submission also. Action: Clerk to request copies from CCC and CBC
Cllr Peter thanked Cllr Kelly and Cllr Billing for co-ordinating a response to the Local Plan Consultation, the first draft had been circulated for comments to Councillors. Cllr Billing raised his concerns about the issues of Millom being an isolated area and will not be seen to benefit as much as the Whitehaven areas. Cllr Billing stated that he agreed the mechanics of the consultation but it was important to ensure that Millom are included. The clerk is to send out the link to all councillors so that they can respond individually as well as the response going from the Town Council. Action: D Billing to send information to Clerk / Clerk to forward link to all councillors and submit our response by the deadline date.
Following last month’s meeting Cllr Peter informed ACTion that the Council would like the project to go in the hands of the Town Board as it did not seem a viable project for a small Town Council to take on. Cllrs Peter & T Dixon are to meet with ACTion to discuss the way forward. Action: Cllr Peter / Cllr T Dixon to liaise with ACTion
Christmas tree Lights – The Christmas tree in Haverigg has been erected and the lights put in place. West Lakes electrical have begun to install the Christmas lights in Millom and the clerk informed the Councillors that the crib was being installed tomorrow (Thursday 26.11.20)
Cllr Brown informed the Council that there were now no yellow lines or chevrons now outside the Inshore Rescue ramp in Haverigg and that it was causing problems with cars parking outside of the premises, therefore, not enabling them to get their vehicles out in times of emergency. Action: Clerk to contact Highways to see what they can do
Cllr Billing raised his concerns again about the Council contacting vulnerable persons in the area. Cllr Peter stated that the Around The Combe/Food Pantry and other organisations were in close contact with the vulnerable people in the area. It was agreed to leave this for the time being in the hands of these groups but that the Town Council would be agreeable to help should the need arise.
Cllr Brown raised her concerns with the lack of ambulance service in and around the Millom/Haverigg areas. On two occasions people had to wait nearly 1 1/2 hours for an ambulance to attend and Cllr Brown stated that this was unacceptable. It was agreed that Cllr Brown liaise with CBC F Wilson and then the Clerk write to North West Ambulance Services. Action: Cllr Brown to liaise with CBC Cllr F Wilson / Clerk to write to North West Ambulance Service
Cllr Kelly stated that there had been a lot of work carried out on proposed projects and that it was hoped some projects could be amalgamated to put a strong case forward. The next meeting is on Monday 30th November.
Cllr A Dixon asked if there was something the Council could do to ensure that the seawall road which was in a state of disrepair could be dealt with. Cllr Hitchen informed the Council that the seawall was being considered within the Towns Board Fund. Cllr A Dixon stated that as long as something was being done it would be best left to the Town Board.
Cllr Faulkner informed the Councillors that the amended Town Plan was nearly completed and that she was liaising with D Burness to undertake this project. As soon as the draft is completed the clerk is to circulate to all Councillors for their perusal and comments. Action: Cllr Faulkner to forward draft plan to Clerk / Clerk to circulate when received.
