Meeting Held on Wednesday 27th February 2019 at 7.30PM in the Council Chambers

Present: Cllr J Micklethwaite (JM) (in the Chair), Cllr R Peter (RP), Cllr B Crawford (BC), Cllr P Altree (PA), Cllr J Brown (JB), Cllr F Gleaves (FG), Clerk D Moorhouse, RFO Vicky Bradley and 1 member of the public.

223/18 Mayor’s Announcements

The Mayor announced that her Annual Charity Ball will be taking place on 30th March at Millom Cricket Club. All Cllrs are invited and welcomes anyone from the community to attend. Saturday 6th April the Mayor will be hosting a Gin Tasting evening at the ClockTower, all welcome.

225/18 To Approve as a Correct Record the Minutes of a Council Meeting on 30th January 2019

RESOLVED that the minutes be signed as a True record AGREED

227/18 Cumbria County Council Report

In his absence an email from DW was read out stating:

“I will not be able to attend tonight, but please pass on the following information to members. I have been at a meeting with Gillian Elliott and David Southward. They have agreed that a formal letter will be sent to MTC offering the Library Building to MTC via a CAT. This would of course be subject to discussion and agreement.”

It was said that the building has been neglected by CCC for years, just like the swimming pool. Councillors spoke of their extreme disappointment. It was said that once a formal letter is received then a public meeting should be held.

228/18 Copeland Borough Council Report

FG nothing to report

229/18 Millom Town Councillor and Clerk Update

Barclays Bank response letter was noted and the CCC on-street parking enforcement changes were welcomed.

230/18 Amenities and Recreation Update

Minutes of the 13th February meeting were noted. It was said that the Big Lottery for Millom Park refurbishment was turned down and SCDG are putting in a formal complaint.

231/18 Youth Councillor

RP and RK to meet with applicants in the next couple of weeks.

232/18 Closure of the Bradbury Centre

It was said that the Bradbury Centre is not a Council-owned building and enquiries are being made to Age UK West Cumbria to establish how services will continue within the town. South Lakes Age UK is offering some services. It was thought the building is up for sale.

233/18 Town Plan

DB on holiday, no updates.

234/18 Swimming Pool

There have been no updates from the swimming pool group who have stated they do not want to work with the Council. MTC are still fully supportive of having a swimming pool in the town.

235/18 Public Realm

The next meeting for MTC Councillors is Thursday 14th March at 1pm in the Council Chambers. The Mayor said she is concerned that the area is within a conservation area and would need to follow strict guidelines to be in keeping with the rulings. RP confirmed that Sellafield have match funded the scheme.

236/18 CCTV Update

MTC have received a quote from another company which is over the current budget of £5k. Cumbria Police have also been in touch to offer guidance on the installation of CCTV into their dedicated monitoring unit. Meeting arranged for all Councillors – Friday 8th March at 10am in the Council offices with Cumbria Police.

237/18 Planning

  • 4/19/2034 Proposed roof extension and hotel refurbishment including first and second floor extension to side at the Peel Hotel, Bedford St, Millom for Mr G Towers – No Objections
  • 4/19/2036 Conversion of old farm building to a granny flat for residential purposes (resubmission) at Town Head Farm, 75 Main St, Haverigg for Miss M Clarke – No Objections
  • 4/19/2039 Convert park pavilion into seasonal café and additional storage, erect disabled toilet building at Millom Park, St Georges Road, Millom for Millom Town Council – No Objections
  • 4/19/2037 Change of use from an office to a dwelling house at 41 Wellington St, Millom for Mrs S Ilett – No Objections
  • 4/19/2046 Remove existing ATM & install steel plate over opening; remove night safe & install steel plate over opening; remove all cameras, wall to be made good to match existing; all existing Barclays signage to be removed and walls made good to match existing at Barclays Bank PLC, St Georges Rd, MillomNo Objections
  • 4/19/2051 Erect dwelling house, detached garage and install septic tank (re-submission) at Moss Side, Waingate Bridge, Haverigg for Mr D Mackie – No Objections

238/18 Accounts

RESOLVED that the accounts presented be passed for payment, cheques signed by Cllr F Gleaves and Cllr J Brown. AGREED

239/18 Any Other Business to be Noted for Next Agenda

It was asked that a response be chased up from CBC Planning regarding permission at Haverigg Caravan Park and also to ask CCC Highways again when Haverigg Main Street is to be resurfaced.

The meeting closed at 8.26pm
