Minutes of Meeting of Millom Town Council Held on Wednesday 26th November Commencing 07.00pm

In the Methodist Hall, Millom

Present: Cllr R Williamson in the Chair, Cllr S Faulkner (Mayor), Cllr A Liebhart, Cllr B Crellin, Cllr J Brown, Cllr J Kellett, Cllr E Amos-Milburn, Cllr A McDonald, Cllr B Kelly, Cumberland Cllr A Pratt, Cath Jopson (Clerk) Gillian Hoyle RFO/Assistant Clerk. No members of the public were in attendance.

110/25: Apologies for Absence: Apologies were received from Cllrs Billing.

111/25: Exclusion of Press & Public: Nothing to exclude.

112/25: Chairman’s Report: The chair gave a short report on his work/duties during the month of November. Report attached to the minutes.

113/25: Mayor’s Announcements: A detailed report was given by the mayor regarding civic duties that had been carried out during the month. This summary of the months works is attached to the minutes.

114/25: Declarations of Interest: Cllr Faulkner and Cllr Kellet declared an interest in Item 15 on the agenda in regard to the letter from Millom Veterans Breakfast Club.

115/25: To Approve the Minutes of Meeting Held on 29th October 2025 as a True and Correct Record: Cllr Kellett proposed that the minutes from the 29th October 2025 be signed as a true and correct record, this was seconded by Cllr Amos-Milburn and agreed.

116/25: Actions from Previous Minutes: The clerk informed the meeting that all actions had been completed.

117/25: Open to the Public: No members of the public were in attendance.

118/25: Accounts/Finance Committee: It was proposed by Cllr Amos-Milburn seconded by Cllr McDonald to approve the accounts for payment and note the bank reconciliation, this was unanimously agreed. Action: RFO to pay outstanding invoices etc.

Following the recent Finance Meeting the RFO reported that the Annual Audit report had been received and proper practices had been followed (see Finance minutes 115/25).

The RFO explained to the meeting that the Finance Group had met and agreed the proposed budget for the precept 2026/27 be submitted to council for their approval.

Following a detailed explanation by the RFO Cllr Liebhart proposed that the council accept the figures going forward for the forthcoming precept, this was seconded by Cllr Amos-Milburn and unanimously agreed. Action: RFO to prepare precept figures and submit.

119/25: Millom Station Footbridge: Cllr Williamson reported to the meeting that he had used this footpath to the footbridge near to Atkinson Builders yard. His main concerns were lack of lighting during the darker nights drawing in early and that this was used daily by school children and adults using the secondary school. Cllr Williamson proposed that a letter be written to Highways regarding the footpath that approaches the bridge asking if lights could be installed. This was seconded by Cllr Faulkner and all agreed. Action: Clerk to write to Highways regarding footpath.

120/25: Salvation Army Building: Further reports on the Salvation Army building had been received. Cllr Williamson stated that further information was still needed. He proposed that Cllr Faulkner and himself go and talk to the solicitor to get further information. This was seconded by Cllr Liebhart and all agreed. Action: Clerk to arrange an appt for Chair and Mayor to see solicitor.

121/25: Cumberland & Councillor Updates/Workshops: Cllr Kelly gave a short report from his role as Cumberland Council. Cllr Kelly gave an up-date on the progress of flood plans for the sewage and drainage system in Millom.

Cllr Kelly informed the meeting that the budget for Cumberland Authority next year had lost out on the reallocation money from central government and approximately £6m had been cut for the forthcoming year. Large sums of money constantly going on special needs for children within the area and Cumberland were looking at building new housing/treatment centres for these children which will in the long term save money.

Cllr Pratt, Cumberland Councillor informed the meeting that a new bus service from Whitehaven to Millom was due to start shortly running 4 times/day. He also informed the meeting that the bin/refuse dates will also be changing. In relation to the question of what will happen to the Old Library in Millom Cllr Pratt stated that at present there are no plans going forward but it would have to go under a business review for the next stage. Cllr Pratt stated that the new proposed plans for Queens Park should be out shortly.

Cllr Brown reported that she was concerned about the sink holes in Bankfield Road and the flooding at Sunny Croft, Haverigg Road which is constantly flooded and forces cars onto the opposite side of the road. Cllr Brown proposed that a letter be written about the Bankfield Road issue and the clerk report once again the flooded water outside of Sunny Croft, Haverigg road. This was seconded by Cllr Faulkner and agreed. Action: Clerk to write to Highways regarding the sinkholes in Bankfield Road and report the flooding outside of Sunny Croft, Haverigg Road.

Cllr Liebhart informed the council that she had received numerous complaints from residents in Newton Street of trailers etc parked on the road which do not appear to be road worthy. The council discussed this matter, and it was proposed that a letter be sent to the local police authority asking for their guidance with this matter. This action was agreed by all who attended the meeting. Action: Clerk to write to police authority asking for guidance.

Cllr Liebhart also informed the meeting that the proposed newsletter was near to completion before sending it out.

Cllr Amos-Milburn stated that there was a large amount rats on the industrial estate. It was agreed that the clerk write to the Cumberland Authority to ask if they could investigate this matter. Action: Clerk to write to Cumberland Authority.

Cllr Crellin informed the meeting that she had attended the second meeting of the Vision Support held in the Guide Hall.

122/25: Clerks Updates/Information: The clerk informed the meeting that the Christmas Light Switch on was scheduled for Saturday 29th November at 5.30pm and will be in conjunction with the Christmas tree festival in St George’s Church where there will be mince pies and a hot drink available.

123/25: Policies to Adopt: The following policies had been put forward for adoption by Millom Town Council:

  • Information available from MTC under the ICO Publication Scheme – Cllr Liebhart proposed that this policy be adopted, this was seconded by Cllr Amos-Milburn and agreed.
  • Remote Access CCTV Policy – Cllr Liebhart proposed that this policy be adopted, this was seconded by Cllr Amos-Milburn and agreed.

125/25: Planning: No planning applications had been received for council’s comments.

126/25: Any Other Business to Note for the Next Meeting: None to be noted.
