Meeting held on Wednesday 29th October 2025, commencing 07.30PM in the Methodist Hall, Millom

Present

No members of the public were in attendance.

Prior to the commencement the Chair informed the meeting that it would be recorded for minute taking only.

94/25: Apologies for Absence

Apologies were received from Cllrs Williamson, Chatterton and Brown. Late apologies were received from Cllr Kelly.

95/25: Exclusion of Press & Public

Nothing to exclude.

96/25: Chairman’s Report

Apologies had been received from the Chairman due to a family bereavement.

97/25: Mayor’s Announcements

A short presentation was given by the mayor regarding civic duties that had been carried out during the month. A summary of the month’s works is attached to the minutes.

98/25: Declarations of Interest

No declarations of interest had been received.

99/25: To Approve the Minutes of Meeting Held on 24th September 2025 as a True and Correct Record

Cllr Kellett proposed that the minutes from the 24th September 2025 be signed as a true and correct record. This was seconded by Cllr Amos-Milburn and agreed.

100/25: Actions from Previous Minutes

The clerk informed the meeting that all actions had been completed. Cllr Pratt was asked if there was any further information about the old library building. Cllr Pratt reported that at present he had nothing further to report.

101/25: Open to the Public

No members of the public were in attendance.

102/25: Accounts/Finance Committee

It was proposed by Cllr Amos-Milburn, seconded by Cllr McDonald to approve the accounts for payment and note the bank reconciliation. This was unanimously agreed.

Action: RFO to pay outstanding invoices etc.

103/25: Cumberland and Councillor Updates/Workgroups

Cumberland Councillor Pratt updated the council on the forthcoming work within Cumberland Authority and advised that the panel would be looking at all areas in regard to highway issues/open spaces/parking/kerbs etc. This project is called Place Standard; these areas will be scored and areas identified could have funding directed to ensure these improvements are carried out.

Cllr Pratt informed the council that he had been elected as chair for 12-months onto the South Cumberland Partnership.

With regard to the South Copeland GDF Partnership, Cllr Pratt informed the meeting that vantage point surveys were to be carried out over the next 2 years on the Haverigg to Sellafield coastline.

Cllr Pratt informed the meeting that the Corney Fell Road was now open following the reconstruction of the new bridge. Cllr Pratt also informed the meeting that the new part of the Bootle footpath is open with the rest ongoing.

Cllr Crellin advised the council that there had been a new group for the Visually Impaired in the Guide Hall where she had attended. This group will continue to hold regular meetings.

Cllr Kellett informed the council that she was looking into holding a Christmas lunch in the Tin Chapel with proceeds going towards the mayor’s appeal. Raffle prizes would be greatly received from the councillors by the 15th of November.

Cllr Kellett stated that the Remembrance Sunday was a council led event and proposed that a Plan/Policy be made to enable the structure of the day be formalised year on year for all organisations involved to follow. This was seconded by Cllr Amos-Milburn and agreed.

Action: Clerk to prepare Plan/Policy

Cllr Liebhart informed the meeting that the Resilience Group had secured £12,000 in funding thus enabling the equipment to be purchased for the group.

Cllr Amos-Milburn informed the meeting that she was in the process of making advisory boards for all services and groups within the area.

Cllr McDonald asked what the new dates for gulley cleaning were going to be in the Millom area following them being redirected due to flooding. The clerk informed the meeting that no new dates had been given by Cumberland Council as yet.

104/25: South Copeland GDF Partnership

Following a request to rejoin the partnership, confirmation had been received by the clerk that the partnership was happy for Millom Town Council to be involved again and that the representative would be Cllr Williamson.

105/25: Clerk’s Update/Information

Fallen tree in Millom Park:

The Clerk informed the council that a local tree surgeon had been to look at the tree that had been damaged in the winds. He inspected all of the trees in Millom Park stating that the only one at present to come down was the damaged tree. Inspection was also made within the Palladium Gardens; this showed that the broken limb off the pear tree was in need of sorting out. Inspection and removal of damaged trees: £1250. Cllr MacDonald proposed that this work be carried out, this was seconded by Cllr Liebhart and all agreed.

Action: Clerk to arrange for removal of damaged trees.

Play Areas Safety Report:

The clerk informed the council that the ROSPA safety reports for both Millom and Haverigg parks had been sent to Playdale for them to quote for the works. The quotation for both parks was £960.11. Cllr MacDonald proposed that this quotation be accepted, this was seconded by Cllr Amos-Milburn and all agreed.

Action: Clerk to arrange for repairs to be carried out

106/25: Correspondence Received for Information

  • Outer Barrier Event – this was emailed to councillors for their information.

107/25: Policies to Adopt

The following policies were put out for council comment and adoption:

  • Mayor’s Allowance Policy: Cllr Amos-Milburn proposed that the policy be adopted. This was seconded by Cllr Liebhart and all agreed.
  • Play Area and Parks Policy: Cllr Faulkner proposed that this policy be adopted. This was seconded by Cllr Billing and agreed.
  • Safeguarding Policy – Review/adopt: Cllr Amos-Milburn proposed that this policy be adopted. This was seconded by Cllr Liebhart and all agreed.

108/25: Planning

Planning discussed prior to the meeting due to time constraints:

  • 4/25/2367/TPO – Felling of a tree situated within a conservation area – Tesco Stores, Lancashire Road, Millom – The council had no objections in principle to this application.

The following planning applications had been received for council’s comments:

  • 4/25/2326/0F1 – Change of use of Waste Ground to form part of Domestic Garden of 4 Derwentwater Close and retrospective permission for erection of a 1.8m fence – Land to east of 4 Derwentwater Close, Millom – The council had no objections in principle to this application.
  • 4/25/2334/0F1 – The installation of a new pedestrian access and the construction of a new bandstand with associated hard and soft landscaping to Palladium Gardens, St George’s Road, Millom – The council could not comment on this application.
  • 4/25/2328/0F1 – Proposed 2-storey rear pitched roof extension with a single storey pitched roof element – Poolside Barn, Poolside, Haverigg – The council had no objections in principle to this application.
  • 4/25/2291/0O1 – Outline Application (with some matters reserved) including approval of scale (no of units only) for the demolition of a former dentistry building and construction of three dwellings (Use Class C3) – Government Building, St George’s Road, Millom – The council had no objections in principle to the demolition of this building but had reservations regarding the planning of 3 dwellings; that being, would the current sewage system cope with additional homes.
  • 4/17/2053/0F1 – Demolition Of Existing Royal British Legion Club & Proposal To Build 3 No Terraced Dwellings, 86 Wellington Street, Millom – Once again the council had no objections in principle to the application but reservations were raised once again about there being ample capacity within the current sewage systems along with a question regarding parking and whether it would be detrimental to the already busy road with shortage of parking places.
  • 4/25/2348/0F1 – Penhaven, North Lane, Haverigg – Removal of existing outbuilding and sections of the existing roof and the construction of new front, rear, and side extensions to an existing dwelling with internal and external alterations – The council had no objections in principle to this application.
  • 4/25/2344/0F1 – Proposed new access road from Salthouse Road to the facility, Millom School, Salthouse Road, Millom – The council had no objections in principle to this application.
  • 4/25/2363/0F1 – Proposed garage/store for tools to support allotment agricultural work, Land to the Rear of 39 Mainsgate Road, Millom – The council had no objections in principle to this application.
