Terminology:
- Activity – The use of facility being undertaken.
- Hazard – Something with the potential to cause harm. Harm can be physical, chemical, biological, or psychological.
- Control Measures – Actions taken to prevent hazard being realised. Control measures can include such areas as training, supervision, safe systems of work, maintenance procedures, physical measures such as guarding, and personal protective equipment.
- Likelihood – the chances of harm occurring on a scale of 1 to 5 with 1 being highly unlikely and 5 being highly likely.
- Risk Rating – Multiply the likelihood figure by the severity figure to get the risk rating after the existing control measures have been considered.
- Severity – the level of harm/injury caused by the accident or incident, on a scale of 1 to 5 with 1 being First aid required and 5 being a fatality.

Activity: Visitor use of public toilets in Millom and Haverigg parks
Nature of hazard and potential injuries: Increased risk of infection from Covid-19 from members of the public with lockdown eased – unrestricted number and length of park visits.
Persons at risk: Visitors using toilets and sanitation facilities
Existing control measures:
- All existing non-coronavirus related health and safety requirements continue to apply, e.g. once-daily inspection, checking, and cleaning by Millom Town Council employees.
- Provision of hand-washing and drying facilities.
- Cleaning performance, security of infrastructure, and safe use of toilets managed by Millom Town Council.
- Social distancing site signage in place. Two-metre social distancing advice.
- Signs and messages to build awareness of good handwashing technique and other hygiene behaviours, for example around coughing and sneezing.
- Markings 2m from toilet entrance to allow users to enter and exit safely and define queue area.
Current risk rating: L = 2, S = 3, RR = 6
Additional controls to reduce risk:
- Visitors advised in advance via social media that social distancing guidelines mean there will be queues for public toilets.
- Windows and doors kept open to encourage ventilation where possible and safe to do so.
- Implementation of a routine programme of deep cleaning.
- Incident reporting – invite visitor feedback, including concerns regarding failure to maintain social distancing and/or anti-social behaviours via theclerkmtc@aol.com.
Revised risk rating: L = 1, S = 3, RR = 3
You are very unlikely to be infected by walking past another person. Public Health England (PHE) recommends trying to keep 2 metres away from people, where possible, as a precaution. However, this is not a rule and the science is complex. The key thing is not to be too close to people for more than a short amount of time, as much as you can.

Since 11 May 2020 the level of risk to visitors has increased as lockdown has eased. Existing control measures have been reviewed and amended to maintain our earlier risk rating (RA 23 March–11 May 2020).
