Minutes of a meeting of Millom Town Council held on Wednesday 15th May 2023 commencing 08.005PM in the Methodist Hall, Millom
Present: Cllr G McGrath (in the Chair), Cllr S Faulkner (Mayor), Cllr J Brown, Cllr D Billing,
Cllr B Crellin, Cllr D Myers, Cllr P Bown, Cllr E Ormesher, Cllr D Barry, Cllr B Kelly
(Cumberland and MTC Cllr), Cllr J Micklethwaite, Cllr J Kellett, Cllr A Pratt (Cumberland
Cllr), Cath Jopson (Town Clerk), Gillian Hoyle (RFO/Assistant Clerk) and 11 members of the
public were in attendance.
19/24: Apologies for Absence
Apologies were received from Cllr A MacDonald & Cllr D Billing
20/24: Exclusion of Public & Press
There was nothing on the agenda to exclude the public or press from the meeting.
21/24: Chairman’s Opening Remarks
Following the previous meetings of the night the chair of the meeting had no further comments to make.
22/24: Mayor’s Announcements
Following the Mayor’s presentation there was also nothing more to add to the meeting.
23/24: Declarations of Pecuniary Interest
No Declarations of Pecuniary Interest were received.
24/24: To Approve the Minutes of the Last Meeting Held on 24th April 2024
Cllr S Faulkner proposed that the minutes of the last meeting held on 24th April 2024 be signed as
a true and correct record, this was seconded by Cllr D Myers and agreed.
25/24: Actions from Last Meeting Update
- Action: 224/23 – A response letter had been received from Cumberland Authority in regard
to Social Services and it did state that they would be looking into refurbishment at Lapstone
House.
- Action 228/24: No response as yet to the letter sent to Home Group with regard to Queen’s
Park Redevelopment Scheme.
- Action: 232/24: Cllr Kelly to ask Cumberland Authority to look again at the possible chevron
parking in Market Street. Action: Cllr Kelly to liaise with Cumberland Authority
The clerk reported that all office actions had been completed.
26/24: Open to the Public
- Pathway: Residents of the Queen’s Park estate reported that they are still concerned about
the lack of lighting on the footpath adjacent to the New Road. The clerk informed them that
she had looked into this and that Highways did not see an issue with it.
- Once again, the question of whether or not the new proposed development plans will be out
for residents’ public consultation – As stated above no response had yet been received
from Home Group, although confirmation that Thomas Armstrong (Contractors) had been
awarded the contract to build. Cllr McGrath did say that it would be good if those that had
been moved from the area could be given first refusal to go back into the new properties
being built. Action: Clerk to write to Home Group in this regard
27/24: Accounts/Finance Committee
- Cllr Faulkner proposed that the accounts and payments be accepted and signed off, this
was seconded by Cllr J Brown and agreed. RFO to ensure all payments be made
- Internal Audit: Cllr J Brown proposed that the internal audit be carried out by Vicky
Bradley, this was seconded by Cllr Faulkner and agreed.
28/24: Town Deal Update
Cllr Kelly informed the council that things were moving on the Town Deal as projects are being
submitted for planning approval. More in-depth information will be given at the Town Deal meeting
which will be held on 30th May in the Town Council Offices.
29/24: Cycle Routes
Due to no correspondence to Mr Powell to discuss the proposals, this item to be included on the
next agenda for June.
30/24: Youth Centre
The clerk informed the council that she was still looking into empty properties that may be suitable
for a youth centre.
31/24: Cumberland and Councillor Updates/Workgroups
Cumberland Councillor Andy Pratt updates:
- A brief update on the proposed road closures around Bootle and Waberthwaite was given
to the meeting.
- An update in regard to the Alexander House in Bootle
- HMO Policy: Cllr Pratt informed the council that he was looking in more depth at
Cumberland’s HMO Policy. He stated that there had been a sub-committee formed to
look into an Article 4 being set in place. Cllr McGrath proposed that a letter be written that
when the policy is looked at Article 4 be included. This was seconded by Cllr Faulkner and
agreed. Action: Letter to Cumberland Authority regarding Article 4
Cumberland Councillor Bob Kelly updates:
- Cllr Kelly reported again that Lapstone House would be undergoing a refurbishment. As to
the timeframe, he had no knowledge of when this would take place.
- In regard to the old library building, Cllr Kelly stated that he would take Millom Town’s
suggestions of bringing back the library and Cumberland Authority hot desk back into the
newly building.
32/24: Correspondence/Clerk’s Update
Update on Palladium Gardens:
The clerk informed the council that the application for funding towards the redevelopment of the
Palladium Gardens needed approval from the council to submit this application. Cllr Kelly
proposed that it be submitted, this was seconded by Cllr Micklethwaite and agreed.
Action: Clerk to submit application
33/34: Co-option of Councillor
Due to having three meetings this evening the Chair Cllr McGrath proposed that an extraordinary
meeting be held on this. This was seconded by Cllr Micklethwaite and agreed.
Action: Clerk to submit application
34/24: Planning Applications
The following planning applications were considered by the council and no objections in principle to
any of the following planning applications:
- 4/24/2197/0F1 – Replace Ground Floor Extension to Rear Elevation and Erect
Conservatory Extension to Front Elevation – 27 Silverdale Street, Haverigg
- 4/24/2198/0F1 – Erect Single Storey Extension to Rear – 13 Windermere
Gardens, Millom
- 4/24/2201/0F1 – Variation of Condition 2 (Plans – Addition of External Flue
Pipe to serve Wood Burning Stove and Condition 18 (Approved Materials) –
Amend Boundary Treatments & Paving for Plot 5 of Planning Application
4/23/2082/0F1 Residential Development Consisting of 8 Dwellings &
Associated Infrastructure – Land at North Lane, Haverigg
- 4/24/2204/0F1 – Single-Storey Extension to Rear and Two-Storey Extension to
Side – 89 Lowther Road, Millom
Action: Clerk to write to planning authority with Council comments
35/24: Any Other Business
- Extraordinary meeting to be arranged by clerk
- Proposal to form a sub-group to deal with teenagers’ issues in and around the area; this
was seconded by Cllr McGrath.
There being no further business the meeting closed at 08.45pm
