073/19 Mayors Announcements

The Mayor opened the meeting stating that the last month had had its ups and downs and that the council were doing their best to support the community.

Following attending a 3-tier meeting at Waberthwaite Village Hall it had been discussed that better connections/communications with Town/Parish councils was imperative with CCC and CBC. Other parishes were finding it difficult also to liaise with the said departments.

Another drain flooding had occurred and the emergency plan was executed, this appeared to have worked well. In relation to future possible flooding events the Mayor stated that she would like letters sent out to neighbouring farmers asking if at all possible they could help with the pumping of excess water if called upon. Action: Clerk

The Mayor’s Civic Sunday Service will be held on 11 August in St George’s Church followed by refreshments in the Palladium.

There is also to be a coffee morning in the Guide Hut on 31st August and the Mayor asked if anyone could help with the running of this. All donations towards this would be greatly appreciated.

074/19 Declarations of Interest

075/19 To Approve as a Correct Record the Minutes of the Meeting Held on 26th June 2019

It was RESOLVED that these minutes be signed as a True record. AGREED

076/19 To Approve as a Correct Record the Minutes of an Extraordinary Meeting Held on 8th July 2019

It was RESOLVED that the minutes be signed as a True record subject to an amendment on item: 067/19 Apologies of Absence that Cllr S Carter and Cllr R Pattinson had sent in their apologies. AGREED

077/19 Open to Public

Irene Rogan informed the council about a project starting with the Arts Council of England aimed firstly at Millom to Broughton expanding the footprints of the cultural and art programmes in these areas. Some monies have already been allocated to the proposed projects such as stone carving and setting up of village workshops to help carve these stones. Firstly there are 3 stones to be carved: 2 for Millom area and one for The Green. The aim is to have several stone carvings for each village and voluntary help would be sought for funding, transport and siting these stones when finished. Burlington Slate Company has already stated that they would donate some of the slate stones for carving. The relevant Councils to be involved in deciding where to place the stones when finished. Support was also required to encourage tourism in the areas perhaps encouraging the schools to take part in upcoming projects to promote the areas.

A member of the public raised concerns regarding the buses from Millom to Haverigg and suggested that it could also pick up passengers on its returning routes for eg: 9.45 and 12.45. Action: Clerk

078/19 Cumbria County Council Report

The Mayor announced that it was nice to receive an update from CCC representative Cllr D Wilson. A copy of his email was handed out incorporating a reply email from Ian McCoy of United Utilities stating that following an assessment of the recent flooding, “the pumps had been working correctly and they had found no evidence of sewer flooding either internally or externally at any of the properties involved”. They do, however, having secured grant funding, intend to carry out further investigations into options addressing the flood risks in Millom. They are hopeful that the appointed consultant will start work over the summer.

It was also felt necessary that following any meetings e.g. 3-tier meetings, the Council should receive updates from the CCC/CBC representatives if anything regarding our area was discussed. Formal letters requesting this to be sent. Action: Clerk

079/19 Copeland Borough Council Report

No report has been received.

080/19 Millom Town Councillors and/or Town Clerk Report

Nothing to report

081/19 Amenities and Recreation Update

AD reported that following a meeting with Gareth Douglas-Brown regarding the play area our business report was nearly there although one or two issues had been raised in regard to the plan with the need to split this into sections before attempting funding from:

  • National Heritage – for the pavilion
  • Sport England – BMX track
  • Lottery
  • Copeland Community Fund

DB identified CCF as a possible funder (contact Helen Conway). This is a possible route for funding but the need for a business plan was imperative along with costings, a list of what already had been carried out, what funding had been received to date and what monies, if any, had been given in kind. Action: To form a sub-committee from A&R

082/19 Report from 3 Tier Meeting Held on 24th July 2019

Following a meeting of the 3-tier meeting held RC informed the council that other councils were experiencing the same problems as Millom.

It was also requested that all councillors be emailed when South Copeland Partnership meetings were going to be held. Action: Clerk

084/19 Youth Councillor Update

It was reported that one of the Youth Representatives was leaving the school to enrol in the Navy and although the other representative was invited to attend the meeting no-one had arrived.

085/19 Climate Change & Environmental Issues

RPa informed the Council that there were no new updates and that information was still being collated for the Strategy which was growing. Two main areas of investigation were energy saving street lighting and possible yearly tree planting.

It was mentioned that there were various sources of funding/match funding available for tree planting. Possibilities to reduce carbon footprint included the planting of memory trees in park areas and other themed planting areas. RPa also reported the possibility of working with the Tree Council on potential projects. SF proposed that the schools could be involved to design areas for planting. Action: AD, RP

DB proposed that traffic management/pollution should also be included in the Strategy. Action: Sub-committee to be formed at a later date

JM, DB proposed that another possibility was the installation of electric car points. RP reported from a NWE meeting that by using a designated area to install solar panels, ENWL would supply charging points possibly at Millom Station. Action: AD
