Zoom Meeting Held on Wednesday 30th September 2020 at 7.30PM

061/20 Mayor’s Announcements:
A copy of the Mayor’s announcements had been circulated for the councillor’s perusal, prior to the meeting. The Mayor reminded councillors that only agenda items would be discussed, and that the Zoom meetings were beginning to work well.
062/20 Declarations of Pecuniary Interest:
There were no Declarations of Pecuniary Interest received.
063/20 Action Update from Previous Meeting:
The Chair went through the previous meeting actions to ensure that all had been completed:
- Item 048/20 – Photos of the obsolete furniture had been sent to two auction houses, but no response had been received.
- Item 050/20 – A draft flyer had been done by Cllr Billing and would be circulated for comment.
- Item 053/20 – Cllr Billing has done some work and requested further clarification; Cllr T Dixon noted an update would be provided later under the social housing item.
- Ward inspections had been mostly completed and revealed a weed problem in most areas.
- Cllr Faulkner is awaiting further map/guidelines regarding gorse removal before obtaining quotes.
- The clerk is awaiting further information regarding beach warning signs at Haverigg.
064/20 To Approve the Amended Minutes from the Meeting Held on 26th August 2020
It was AGREED that the minutes be signed as a true and correct record. Proposed by Cllr T Dixon, seconded by Cllr Faulkner, and signed by the Chair.
065/20 To Note the Minutes from the A&R Meeting Held on 4th September 2020 and Receive Any Updates:
A copy of the draft minutes had been circulated. Clerk reported a quote of £180 for removal of cantilever equipment in Millom Park — All Agreed. Action: Clerk to confirm with contractor.
Cllr Jakubowski updated that the FCC funding bid had passed stage one, and that the £500k Towns Fund Accelerator Bid had been successful and included MTC Millom Park Plan phase 1. The Chair thanked Cllr Jakubowski for her efforts.
066/20 To Note the Minutes of the Christmas Meeting Held on 16th September:
Noted for information only. Hope that the market can still go ahead. Clerk to monitor government guidance.
067/20 Open to the Public:
There was no public participation.
068/20 Cumbria County Council Update:
- Cllr Faulkner updated on the Working Together Scheme by CCC, helping volunteer groups carry out duties with safety assessments. Volunteers on highways need 6 weeks’ notice.
- Cllr Kelly updated on a 3-tier meeting regarding potential unitarisation of local authority structures. Discussion on merging areas, possible elected mayor and centralised control from Carlisle. Cllr Brace queried town/parish role in new structure.
- Clerk reported Cllr Hitchen had no updates at the moment.
069/20 Copeland Borough Council Update:
Leanne Parr and Ellie Church from CBC presented on the Copeland Local Plan 2017–2035: preferred options consultation (21st Sept – 15th Nov). Slides highlighted plan and key sectors.

Questions taken. Paper copies requested. Action: Clerk to obtain leaflets.
Chair thanked CBC representatives, who then left the meeting.
070/20 Millom Town Councillor and Clerks Update:
- a) Office Move/Computer Quote: No draft lease yet; solicitors have concerns over Heads of Term. To be chased. Agreed to obtain local painter for office. Action: Clerk to seek quotes. Computer/wireless quote for £3005 approved. Action: Clerk to confirm.
- b) Remembrance Day Plans: No parade due to COVID. Small wreath ceremonies to take place. Action: Clerk to contact RBL and use social media.
- c) HMP Update: Works schedule sent, HMP to begin soon.
- d) Youth Councillor: No school council yet. Cllr T Dixon to speak to pupil and contact Rory Moore. Action: Cllr T Dixon.
- e) Press and Media Policy: Agreed and signed.
071/20 Ian Armstrong Proposed Business Idea:
Cllr Jakubowski spoke with Mr Armstrong (unable to attend) regarding a mini-golf project near Haverigg tennis courts. Funding by proposer. Concerns re. location. Options to explore further land ownership (e.g., near Rugby field). Rent also to be considered.
Action: Clerk to arrange meeting; Cllr Jakubowski to circulate plans.
072/20 Public Realm/Bus Shelter:
Cllr Kelly reported CBC agreed 2+ years ago to remove shelter and tourism sign, but has not done so. Voted unanimously to contact CBC and update public.
Action: Clerk to contact CBC.
073/20 South Copeland Partnership Meeting:
Cllr Kelly attended. Much discussion, no concrete resolutions. No concerns raised.
074/20 Care Homes Meeting Update:
Cllr Faulkner updated. MP Trudy Harrison took away information. No update received.
Action: Cllr Faulkner to draft letter; Clerk to circulate.
075/20 Market Street Parking Plan:
Clerk circulated plans to add 18 parking bays. All agreed this was positive. Action: Clerk to advise.
076/20 Church Walk Footpath:
CCC application for public right of way reviewed. All supportive. Action: Clerk to advise.
077/20 Social Housing Project Update:
Cllr T Dixon stated two working party meetings had occurred. Minutes to follow once approved. Focus shifted toward potential modular housing on suitable land rather than purchasing existing terrace houses.
078/20 Ward Inspections Update:
Most inspections complete; main issues: weeds and speeding (Lowther Road). Drainage improves nearer Slaggy.
Action: Clerk to collate info and forward to relevant authorities.
079/20 Dynamic Dunescapes Update:
Cllr Faulkner awaiting information from Richard Storton regarding gorse removal. Site viewing scheduled shortly.
080/20 Key Projects/Project Funds:
- Quote received for wet dashing Haverigg Toilets. Cllrs Brown and Faulkner requested roof/fascia board repairs first. Action: Clerk.
- Unbudgeted office move costs discussed.
- Suggested interior repairs to Millom Toilets; concerns expressed about proper amenities and improper use.
- Request for outdoor tap; broken bollard to be removed. Action: Clerk to sort.
081/20 Street Cleaner/Additional Employee:
Cllr Brace raised issue. Additional employee needed. Cllr Jakubowski to survey. Action: Cllr Jakubowski. Add to precept meeting agenda. Action: Clerk.
082/20 Planning:
- CH/4/20/2312: Two storey gable extension and single storey front and side elevations at Anna Croft, 58 Main Street, Haverigg – No objections.
- CH/4/20/2328: Erect canopy along front elevation at 24 Lowther Road, Millom – No objections.
- CH/4/20/2360: Single storey rear/side extension at 5 Moor Park, Millom – No objections.
083/20 Accounts:
Payments list circulated prior. Payments Agreed.
Action: Clerk to action payments.
084/20 Any Other Business:
- Cllr Brown – No overnight sign damaged again. KMC repaired free. Action: Clerk to send thank-you letter.
- Cllr Donnelly – Need to select 3 local businesses for CBC Shop Local Scheme. Action: Cllr Jakubowski to create poll.
- Cllr T Dixon – Reported no action from police/CCTV re: fence damage, deemed accidental.
- Millom Netball correspondence re: MUGA. Action: Clerk to add to A&R agenda.
- Footway lighting correspondence from CBC sent to CALC for advice, pending further info. Action: Clerk to add to next agenda.
