MINUTES OF A MEETING OF MILLOM TOWN COUNCIL FINANCE COMMITTEE HELD ON THURSDAY 25th OCTOBER 2023 AT 6.00PM IN THE COUNCIL OFFICES

110/23: MINUTES OF PREVIOUS MEETING 26th July 2023

A draft copy of the minutes had been circulated to all councillors for their perusal and amendment if required. All Amendments have been actioned:

111/23: 2023/24 Quarter 1 BUDGET MONITORING

The RFO had prepared and circulated a Qr 1&2 Budget with Income and Expenditure for April to September 23, showing the budgeted figures against actual income and expenses in the 6 months.

The RFO confirmed spending is on track for the budgeted year. We will have no further property rent to pay and Haverigg Café rent will be received from January so this needs to be accounted for in the precept figures.

Cllr McGrath proposed we should add in a payment into the disaster fund, each year. This will be £1000 in the current year raising to £2500 in the consecutive years. This was seconded by Cllr Kelly and agreed.

Cllr McGrath also proposed to reduce the payment to the Tennis Court fund, to £500 per year, as there has been substantial works on the courts this year. This was seconded by Cllr Kelly and agreed.

The Bank reconciliation was also circulated.

The budget was proposed by Cllr Faulkner, seconded By Cllr McGrath, and agreed as a starting point for the precept to be worked on in the next few weeks.

112/23: New Photocopier

The Clerk and RFO highlighted the need for a new photocopier in the office which would produce A3 and A4 copies. Figures were produces showing the cost of the current machine against the leasing of a new machine. This would result in reduced per copy costs.

It was agreed to lease a new machine on a 5 year contract, keeping costs to a minimum.

This was proposed by Cllr McGrath and seconded by Cllr Kelly

The current copier is owned by MTC and we will seek to sell this machine on.

113/23: Disaster Fund

Updated trustee forms are still to be signed by J Brumby.

114/23: Any Other Business

  • The Current Gas and Electricity contract is due to finish in December and the RFO produced some comparison figures against the renewal. The comparison figures are favourable, and this can be locked into a 3-year contract.
    It was proposed by Cllr Faulkner and seconded by Cllr Kelly to go with the quotes provided.
  • Beach Café. After a meeting with the tenants, they produced a wish list. (attached) it was agreed the tenants can remove the front door shutters. The other items raised should be on hold until the council plans for Haverigg feasibility study are out to public consultation. This would explain why the council are reluctant to spend on the café, in the current year.
  • Christmas Festival. The council need to provide the selection boxes, as the gifts from Santa on festival day. The clerk thought we needed about £300 and these are £1 per box. Cllr McGrath queried if we could ask CGP for a grant for this?
  • It was confirmed the Santa grotto would be located in the clock tower.
