Meeting held on Wednesday 29th November 2023 at 7:00PM in the Town Council Offices
Present: Cllr G McGrath (Chair), Cllr S Faulkner (Mayor), Cllr R Kelly (MTC & Cumberland Authority), Cllr J Brown, Cllr B Crellin, Cllr D Billing, Cllr B Amos, Cllr A Gager-Leibhart, Cllr A McDonald, Cllr E Ormesher, Clerk Mrs Cath Jopson and Assistant Clerk/RFO Mrs Gillian Hoyle. One member of the public was present.
115/23: Apologies
Apologies were received from Cllr E Ormesher (ill health), and Cllr A McDonald (personal reasons).

No items on the agenda needed the exclusion of the press or public.
117/23: Chair/Mayor’s Announcements
Chair:
The chair informed the council the meeting was being recorded, for the purpose of minuting.
Mayor:
The mayor gave a short presentation of the work that she had been carrying out this month. The recent coffee morning for the mayor’s fund made £276.00. The mayor stated that she had been a little disappointed with the lack of presence from the councillors at the coffee morning and hoped that this would not be replicated at the remembrance Sunday in both Millom and Haverigg. 118/23: Declarations of Pecuniary Interest
There were no declarations of interest.
119/23: To Approve the Minutes of the Meetings held on 26th July & 27th September 2023 as a Correct Record
Cllr Brown proposed that both sets of minutes be signed as a correct record, this was seconded by Cllr Faulkner and agreed.
120/23: To Approve the Minutes from an Extra-Ordinary Meeting held on 19th October 2023 as a Correct Record
Cllr Faulkner proposed that the minutes from the extra-ordinary meeting held on 19th October 2023 be signed as a true and correct record. This was seconded by Cllr Faulkner and agreed.
121/23: Presentation on Proposed Haverigg Feasibility Study by Cllr Faulkner
Cllr Faulkner gave a short presentation on the proposed Haverigg feasibility study from Hough Tullett. Following this presentation, a short discussion took place. Concerns were raised about this and the councillors would like proper drawings to look at. The chair explained that this was only an initial concept. Cllr Micklethwaite proposed that in principle the council accept this as a concept design. This was seconded by Cllr Kelly and agreed.
Action: Clerk to contact Hough Tullett asking now for property artist drawings and ask for them to give a presentation to the Council prior to going to public consultation.
122/23: Actions Update from Previous Meeting Minutes
The Chair informed the council that all the office actions had been completed.
- CCTV – Cllr Amos stated that he was still looking into this. Cllr Gager-Liebhart informed the council that she had been in touch with a firm to give a quotation for the work and was still waiting the final figures. The chair informed that costs will be needed for the proposed budget.
- HMP Haverigg – The Clerk informed the council that she was now giving feedback/report back each month to HMP. All agreed that the work they were doing was good and has helped enhance areas around Millom and Haverigg that were previously neglected.
- EV Charging – The chair asked who would be taking charge for EV Charging for all the towns. Following a short discussion, the chair asked the clerk to investigate further where Cumberland Authority are proposing to put these charge points.
Action: Clerk to contact Cumberland Authority.
- Palladium Gardens – The Clerk informed the council that she had been in touch with Cumberland Authority to try and get a TOA from them for the Palladium Gardens. It was proposed by Cllr Kelly, seconded by Cllr Faulkner for councillors to think of a project/plan for this area.
Action: Cllr Faulkner/The Clerk to look into this.
- Daffodils donation – The clerk informed the council that HMP working parties had begun to plant all the daffodils that had been donated from the Millom Flower Club.
123/23: Open to the Public
The member of the public asked a question about the ownership/planning on the old toilet block by Tesco. The Chair stated that as far as he was aware the sign on it does state the company who own it, whether this is still correct he did not know.
124/23: Accounts/Finance Committee
The Chair gave verbal feedback from the Finance Meeting that had been held on 25th October 2023. (Minutes will be circulated accordingly). The Chair stated that all seems to be on target following the budget.
Photocopier – As we currently own the office photocopier it had been agreed by the Finance Committee to go ahead and lease for 5-years.
Gas & Electric – Have been looked into and it had been agreed to go forward with the cheaper prices.
Beach Café – There was a few items that the beach café tenants wanted to carry out and the chair had suggested that a meeting with them to discuss going forward.
The RFO informed the Council that the AGAR had been re-submitted and that it had now passed the external auditor’s remit. The RFO then went on to present the following for approval by the council:
- Examine and Approve accounts for payment
- Receive and note the bank reconciliation
Cllr Amos proposed that these be signed as a true and correct record, this was seconded by Cllr Brown and agreed.
125/23: Millom Toilets
The clerk informed the councillors of the recent spate of incidents within the Millom Toilets, hence a request from the cleaners to close them at 5.00pm in the evening. The clerk also informed the council of the issues within these toilets. The clerk asked permission from the council if she could investigate further to perhaps look further into whether building an extension onto the toilets for the disabled and make the toilets a pay to go. This was proposed, seconded and agreed by all to do this.
Action: Clerk to inform Cleaner that the toilets can be going forward close at 5.00pm.
Action: This project to be looked at with the community group going forward.
126/23: Town Deal Update
Cllr Kelly informed the councillors that the town deal had recently had problems with confidentiality and that he was restricted in what he could inform the council. He also had been involved in meetings; two of the projects have gone to planning process and the third one will be soon. The chair asked that Cllr Kelly keep the council informed of progress.
127/23: Councillor Updates
- Cllr Kelly gave information on Climate Action and mentioned speed restrictions being discussed by Cumberland Authority. There were none for the Millom/Haverigg areas. Specific zones included routes from Bootle to Waberthwaite and from Underwood to The Hill. Objections to be submitted to Martin Taylor by 3rd November 2023.
- Cllr Kelly informed the council of a deep clean in Millom within the next week. The clerk noted the road sweeper hadn’t been seen; Cllr Kelly agreed to follow up.
- Cllr Billing asked that the clerk ensure he was the representative for Millom Town Council on Ghyll Scaur Quarry liaison committee. He was unaware of the recent South Copeland GDF community forum. He was informed that 6 MTC representatives had attended. Action: Clerk to ensure Cllr Billing is sent invitations to these meetings.
- Cllr Micklethwaite reported CAB hopes to stay insitu and not currently seeking other premises.
- Cllr Amos reported continued investigation into a bus service.
- Cllr Gager-Liebhart is gathering quotations for new CCTV system. She also enrolled in Climate Champion with Cumbria Action for Sustainability, although disappointed with meetings being rescheduled. Cllr McGrath had contacted Millom School regarding starting a youth council. Action: Clerk to write to Millom School with this request.
- Cllr Kellett confirmed Armistice Day plans; Heavy Horses to attend. The clerk confirmed that HMP Working Party had cleaned the cenotaph and would paint it weather permitting.
- Cllr Crellin reminded the council that alarm systems will not work with fibre unless providers are contacted following BT’s switch.
128/23: Correspondence Received for Action
- Correspondence from the CVS representative had been received for information. Cllr Billing expressed disappointment that the information didn’t reflect what has been processed. Cllr Amos explained separate enterprises needed to submit individually.
- Email from HMP requesting dog bins on North Lane. The clerk directed them to deal with Cumberland Council directly.
129/23: Planning
- 4/23/2270/0F1 – Change of Use of Old Toilet Block into Either for Retail Use (Class A1) or Office (Class A2) – Former Public Conveniences, Lancashire Road, Millom – The Council had no objections in principle to this application.
- 4/23/2278/0F1 – Application for Lawful Development Certificate for a Proposed Development – Construction of a Flat Roof Dormer Projection to an Existing Dwelling – 23 Mountbatten Way, Millom – The Council had no objections in principle to this application.
Action: Clerk to inform Planning Authority of Council’s decision/comments.
